In an attempt to control on of the most embarrassing moments for the Ugandan President, several outlets close to the regime are floating a distortion of fact on the Uganda-Rwanda MOU just signed in Angola.

Chimpreport, reputed to be under the payroll of the Ugandan Military Intelligence agency CMI, along with other news outlets are trivializing serious issues and confusing the cause to the effects. Factually, Rwandan in Uganda were the subject of a coordinated wave of arbitrary arrest, torture and deportation. Innocent Rwandans died in an elaborate plan carried out in conjunction with the RNC, a violent anti-Rwandan terrorist organizations.

Subsequently, Rwanda advised its citizens not to travel to Uganda for their own safety as it embarked on a quest to secure the release of its citizens detained without trial, with no access to anyone (Family, lawyers or embassy officials). Trade suffered between Rwanda and Ugandan as Rwandans sought safer markets sending shockwaves on border towns in Uganda.

Business in Kisoro, Kabale and elsewhere suffered as a direct result of the hostile policies taken by Uganda. Everything from the manufacturing sector to transport to the energy sector (eg. Petrol station) took a massive hit. It is estimated that Uganda, which had just lost a $200 million US Dollar market, lost about $ 11 million per month in trade.

There is no way to spin this fact, Rwanda as the 5th trading market for Uganda was a big loss for Uganda so much so that their President had to negotiate for the normalization of bilateral relations.

In Angola, the signed Luanda memorandum obligates Uganda to cease all support to terrorists and destabilizing enterprises against Rwanda, to respect Rwandan rights on transit or residing in Uganda and captures the essence to stop acts economic sabotage – diplomatically written as promoting trade.

Capitulating is embarrassing, CMI directly caused the crisis as it is singled out in the arbitrary arrests and in supporting RNC. As a face saving option, it has apparently instructed all its controlled media to publish a false narrative that the border crisis is solved. They float lies that Rwanda was running out of food when nothing could be further from the truth. In reality, a number of Ugandans were caught over and over again smuggling beans from Rwanda to Uganda as food scarcity hit Ugandan border towns.

CMI will now have to release the hundreds, if not thousand, of Rwandan they held incommunicado and stop its collaboration with the RNC. Failure to do so will attract the region’s fury! Fundamentally, it is not a crisis border but a crisis caused by an attempted breach of Rwanda’s sovereignty and a violation of Rwandan human rights. A gross miscalculation by Ugandan Intelligence that Rwanda would not value its rights and that of its people harmed the Ugandan Economy.

David Himbara and his RNC terrorist band are afraid of the scheduled Commonwealth Heads of Government Meeting 2020 (CHOGM2020) to be held in Rwanda. Sabotaging the event is their defacto ground zero, and for that, they received huge sums of money from Rujugiro (a Rwandan dissident) and Yoweri Museveni (The Ugandan President). Their battle to sabotage the event is spearheaded by David Himbara, their Chief propagandist.

To achieve this goal, they advance a narrative that Rwanda should not host the event due to its Human Rights record, which conveniently is theirs to determine. To tarnish Rwanda’s Human Rights record, Himbara and his allies circulate false news of allegedly missing persons. One of their most famous blunders was their Human Rights Watch fictitious production of a missing people list, they turned up to be well and going about their daily business. Human Right Watch had tricked them in submitting copies of their IDs just to publish it as missing people IDs.

In February 2019, one Richard Bourne published along the set sabotage narrative that Rwanda should not host the CHOGM2020, Himbara circulated it and went on to write an open to Rt. Hon Prime Minister of the United Kingdom in June 2019. He too expressed the exact same narrative, that Rwanda should not host the event on grounds on their preset Human Rights barometer.

Singapore, Jamaica, Zambia, India, Bahamas, Canada, Malaysia, Zimbabwe, Cyprus, New Zealand, South Africa, Australia, Nigeria, Uganda, Trinidad and Tobago, Sri Lanka, Malta, have all hosted the CHOGM. Rwanda will host it in 2020, what the Himbara click fears is that it will be the final stab to their fictitious narrative. The idea that participants will see the real strikes accomplished by Rwanda is a nightmare for the RNC propagandist as well as all anti-Rwandan forces constantly painting a false image of Rwanda.

David Himbara, Museveni and Rujugiro are certain that a visit to Rwanda reveals them to be liars and rumourmongers. They are now offering a sad show of desperation as they fight a losing battle. CHOGM2020 will be held in Rwanda.

The RNC propagandist, David Himbara, is once again offering an extremely erroneous interpretation of a World Bank Report. Cunningly, he is using a diagnostic report as a weapon against Rwanda.

Usually, the World Bank carries out country specific studies in conjunction with other financial institutions to identify obstacles to progress as well as opportunities for development. This is done to help stakeholders and policy makers.

Himbara spins it, and would have you believe that a respectable institution such the World Bank would write the following in a country specific diagnosis:

1) to be poorer than its neighbors, 2) has worse education than its neighbors,

3) more dependent on foreign aid, 4) private sector hardly exists, and 5) attracts less foreign investment, 6) has dismal infrastructure, and

7) cronyism and favouring government/ruling party companies.

8) Kagame would rather fantasize about the future than dealing with the present.

Himbara never cites a page or reference to his falsification. On page 26, the analysis starts with,

“59. Rwanda’s remarkable growth is almost unparalleled in SSA. It has made major strides in poverty reduction, driven mainly by its proactive and ambitious Government, which has invested in infrastructure and delivery of services to build human capital. Rwanda has built solid foundations that will facilitate achievement of poverty reduction and shared property.” (Rwanda Systematics Country Diagnostic, p26, 2019)

He is obviously betting that no one reads the reports he completely distorts. As the RNC propagandist, he forgets that he is tainted and lacks a shred of credibility.

David Himbara is paid to spin and pivot anything against Rwanda. He is heavily sponsored by Rujugiro and Museveni, something he cannot deny as almost $500 000 were traced in 2015. These were funds he received from Rujugiro to pay lobbyists in the US.

He further lacks any academic credibility, he is now a self-publishing author, unable to pass a peer review or find a reputable publisher. He pays to publish rather than write publishable material. The only difference between his writings and paid advertisements is that his client foolishly believes no one knows about their heavy sponsorship.

The Anti-Rwanda propagandist are caught up a  funny self-verifications and validation game. The Financial Times quotes David Himbara and I turn David Himbara quotes the Financial Times on the same article. David Himbara is the RNC Chief Propagandist, sponsored by Rujugiro and Museveni, to smear and slander Rwanda as hard as possible.

His favourite tool is to distort World Bank reports, his most recent post is a perfect example. The World Bank says, “Poverty reduction stagnated between 2014 and 2017”, but Himbara interpretes it as poverty has increased. He changed poverty reduction to poverty and deliberately ignored the meaning of stagnate. When the World Bank says that an indicator is stagnate, it means the indicator has not changed.

But with a specific task at hand, David Himbara will distort anything as long as it hurts Rwanda.

Jealousy, David Himbara the RNC Propagandist is busy counting diplomatic trips conducted by a Head of State. To illustrate his boredom, we will review Himbara’s own foreign trips. Everything he does on behalf of his sponsors is purely for the benefit of a terrorist enterprise.

In May this year, Himbara flew to rescue convicted genocide convicts from extradition. His sponsors Rujugiro and Museveni, sponsored him a return trip to Sweden to plead for Genocide convict Theodore Rukeratabaro. He failed his mission and left ridiculed for his silly attempt.

About 4 years ago, they also sponsored him with hundreds of thousands to travel to Washington, with a specific mission to acquire lobbyists to tarnish Rwanda’s image in the US congress. He did so, as instructed, but once again showed his very limited capacity. He stuttered and hesitated throughout his short lived spotlight moment. He recently received a makeover trip to Washington this year, but sources close to him indicate he did more partying than actually work.

This year, Himbara also travelled to Uganda to meet with fellow RNC terrorists to strategize on how to harm Rwanda. As their propagandist, he squeezed in a quick scripted interview smearing Rwanda. In Uganda, there are several reports of that indicate he participated in meetings with FDLR members (Genocidal Forces).

Other than that, Himbara spends most of his time smoking weed and counting Presidential trips. Whereas Diplomatic trip actually generates direct and indirect benefits for Rwanda, Himbara’s few trips are only with the intent to harm Rwanda.

After a long break, filled with drugs and dancing, David Himbara is back to ‘tarnish Rwanda’ duties. The RNC propagandist, who masquerades as an intellectual, is up to his usual trickery with interpretation of results and reports that he does not understand.

This time around, he has opted to use a 98 pages WorldBank document to say something that the document does not say. The report does not mention CLV, even by admission, yet he ignores it and mentions CLV (a private company). He goes wilder and links CLV to everything assuming no one will bother reading the long document.

David Himbara has been accused of being an academic fraud. He lack of basic referencing skills is evident, and his erroneous interpretation baffling. So far, we know he failed his high school and generated a new name “Himbara” to enroll for further education. Murunganwa, his real name, would have no issues faking a report content as he faked his ‘intellectual’ persona through out his life.

Himbara, the RNC propagandist, is heavily sponsored by Rujugiro and Museveni to tarnish and smear Rwanda. He once spent $400,000 just to secure a meaningless hearing with American lawmakers. Those who know Himbara reacted instantly with, “That’s Rujugiro’s money, Himbara would not spend $100 to save his life!”. Himbara is stingy beyond your wildest imagination.

Himbara, other than Rujugiro and Museveni’s moneys, still exhibits eccentric behavior. A mental health specialist had a different point of view of Himbara’s eccentric behavior. He believes him to be schizophrenic, see things that are not there, a common occurrence in people who over-glorify themselves.

Rujugiro and Museveni found a fool to do foolish biddings.

Weed smoking David Himbara is high. The RNC propagandist, on Rujugiro and Museveni’ s payroll, accidentally brings to light Ugandan Trade Minister’s blunder in parliament in his attempt to smear Rwanda.

The trade Minister, Amelia Kyambadde, lack of knowledge on trade with Rwanda was exposed when she casually answered questions in the Ugandan parliament on the impact of the current Rwanda Trade situation. She merely wrote it off saying Rwanda was a country of 8 million citizens. She was either unprepared or as most suspect shading light into her incompetence, Rwanda’s population stands at 12 million.

She had simply written off 4 million Rwandans but worse of all, she had just shocked members of parliament with her simplistic understanding of Trade. In Economics, trade is not valued in terms of population size but in terms of monetary value, a very basic concept! A country with a smaller population can be more important than a country with a bigger population for trade by sheer value of the trade volume.

The Ugandan Central bank estimated a loss of about $11 million per month as Rwanda diverted heavy trucks traffic during the renovation of one border post. In light of the ongoing persecution of Rwandans in Uganda, Rwandan authorities also issued a travel advisory to its citizens, asking them not to travel to Uganda. What followed was a sharp fall in Ugandan exports to Rwanda causing serious economic hardship on the Ugandan side.

The Ugandan President went as far as asking traders to become creative and resort to smuggling. The trade is estimated to be worth $200 million dollars per year, almost $600,000 per day.

Under pressure to resolve the stalemate from exporters and traders, the cavaliers attitude of the trade Minister shocked many Ugandans. In Kisoro and Kabale, traders went bankrupt and Mukikubo traders sustained heavy loses as a result of hostile positions of the Ugandan government. Even Himbara knows this though he is a fool that never learns.

The current trade barriers between the two nations are mostly due to hostile policies adopted by the Ugandan regime to support and sponsors violent armed terrorists groups against Rwanda.

RNC, one of these groups, enjoys so much support that it is now hunting down ordinary Rwandans citizens in Uganda in conjunction with Ugandan Military Intelligence (CMI). Those unfortunate to fall into their custody are offered the option to join the terrorist group or face torture and deportation.

David Himbara is the RNC propagandist tasked with a vicious smear and slander propaganda against Rwanda. He is given hundreds of thousands by Rujugiro -a Rwandan dissidents business association of Museveni’s brother- and Museveni to write, talk, and produce negative and harmful pieces on Rwanda. Himbara is, however, known for his unreliability.

In his attempt to harm Rwanda, he revived the Ugandan Minister blunder, as he engaged in a cheap headline hunt. Usually, David Himbara cooks up statistics to backup his lies. True to his unreliable character, this time around, most definitely under the influence, he simply recycled a blunder.

One is bound to be disappointed at any David Himbara posts for any sort of in-depth analysis. The fraudster who lied his way through school, undergraduate and graduate school specialized in plagiarism and fabrications. His expertise earns him a living, Museveni and Rujugiro sponsor him to fabricate and propagate lies as an RNC propagandist. He is paid hundreds of thousands in US Dollars per year by both men. Rujugiro and Museveni offer him unlimited resources to smear Rwanda. In one of his stunts, he received over $400,000 just to make an appearance in the US senate!

Himbara is a paid professional liar, Rujugiro is an international crook whose legs vibrate with tracking bracelets warning authorities of his movements. Museveni, well, has lied to Ugandan for 33 years and counting. The trio converge on Rwanda with fury, hoping lies and propaganda will eventually work.

One of his most favorite tools in lying is statistical data, he cooks up numbers from nowhere and then uses them to denigrate Rwanda.

Angered by a recently announced visit from Zimbabwean officials to Rwanda to learn from best practices in various fields, Himbara writes an entire article comparing Zimbabwe and Rwanda. In his skewed analysis, he works out that Zimbabweans have nothing to learn from Rwanda. Ignoring the fact that no genuine educator can say that there is nothing to learn, who wouldn’t want to learn from one of the fastest-growing economy on the continent, reputed for its transparency and its miraculous economic recovery?

A confidential source informed us that David Himbara used to be called Murunganwa in his younger days. He started calling himself Himbara later in life, after failing his O levels. The source says that he probably had to use someone else’s O levels Cambridge leaving certificate as his own results were catastrophic; seven 9s (lowest mark equivalent to ‘F’) and an 8 in English (second-lowest equivalent to ‘D minus’). Reading his propaganda, one can directly see that David Himbara Murunganwa still deserves the lowest possible mark. It also explains why all his recent publications are self-published, the propagandist knowns that he could never fool a panel of real academics.

With the recent revelations that Yoweri Museveni should rather be called Yoweri Kayibanda, David Himbara to be David Murunganwa, the next article we will explore Rujugiro and his multifaceted identity.
