RNC in Panic Mode after Rwanda – Uganda MoU in Luanda, Angola!

Rwanda and Uganda have just signed the Luanda Memorandum of Understanding (MoU) committing to restore bilateral relations. Bilateral relations between Rwanda and Uganda are strained because of the hostile policies adopted by Museveni. Seven key operative clauses were agreed upon in the memorandum, and if President Museveni were to abide and implement the agreement, RNC would be doomed.

Point 1 b of the MoU states; – Refrain from actions conducive to destabilization or subversion in the territory of the other Party and neighboring countries thereby eliminating all factors that may create such perception, as well as that of acts such as the financing, training, and infiltration of destabilizing forces.

This is a direct hit on RNC. For years Rwanda accused Uganda of supporting anti-Rwandan forces, chiefly the RNC. The Ugandan support and financing of RNC and P5 were featured in numerous reports including a UN group of experts report that detailed their terrorist network support in Uganda and Burundi. Even President Museveni, in an open letter, acknowledged meeting Charlotte Mukankusi the RNC Diplomacy and International Relations Head along with other Senior RNC officials. He claimed to have met her “accidentally” and ignored the fact that he himself had issued her with a Ugandan passport.

With the MoU, these RNC’s visits to statehouse would be a thing of the past, RNC official, would equally have to hand over their Uganda traveling documents. RNC would also lose their financial support and their training facilities. BY signing the MoU, Museveni effectively turns his back on RNC.

The entire RNC band of online liars and propagandists are now set on one single priority, to sabotage the MoU. Kayumba Nyamwasa via his RPF Gakwerere immediately posted that Rwanda would not honor its commitment. He followed that with another post claiming that the MoU was a mere gentlemen agreement, that Uganda had no obligation to honor it. “It is not a legal commitment, thus it’s not legally enforceable agreement’’, the fugitive terrorist published. Petrified, Nyamwasa tried to calm his supporters with a cheap spin. He should have read slightly further down in the MoU, in its second article where it states:

“By signing this Memorandum of Understanding, each signatory party is aware that it will be held accountable for the non-compliance of this Memorandum”.

It must be a nerve-racking moment for RNC officials based in Uganda, where would the RNC executive committee members like Sulah Wa Kabirigi, Prossy Bonabaana others hold their meetings? Where would they go if President Museveni decided to abide by the provisions of the agreement? Where would Tribert Rujurigo pitch camp to continue financing terrorist organizations to destabilize Rwanda?

Will Museveni trade Uganda’s economic interests just to protect to RNC? And in any case will RNC members like Rugema, Ntwali, Kayumba, and others be the ones voting for Museveni in 2021? Museveni should ask the RNC if they will offer compensation and subsidies to businesses and traders that bore the cost of the hostile policy to support RNC. Businesses in Kisoro, Kabale, Ntungamo, Mbarara, and Kampala suffered heavy losses, some even closed down. If they cause more trade worries to the Ugandan economy, will RNC offer to buy and consume the $200 million per year that Rwanda imports from Uganda?

President Museveni is caught between a rock and a hard place. He has to make a choice between supporting RNC at cost of Uganda’s interests or let go of RNC and act in Uganda’s interest. This time around, choosing to support RNC will not only get him in trouble with Rwanda, but his troubles will also become regional.
