Uganda has been facing a serious kidnapping problem. Yet the terrorist that goes by the Facebook account with the fake “Robert Patrick Fati Gakwerere” dares point his traitorous finger at Rwanda, to blame it for the death of yet another Ugandan woman, Maria Nagirinya at the hands of suspected kidnappers.

The crime of kidnap has been linked to the rampant corruption and ineffective decaying security apparatus in Uganda.

To survive the public scrutiny and outrage at their failures, Ugandan Military Intelligence (CMI) in collaboration with Anti-Rwandan forces – chief of them “RPF Gakwerere” aka fugitive Kayumba Nyamwasa – have once again embarked on shifting blame.

The Museveni administration, throughout its security apparatus, is characterized by corruption and incompetence. Their main talent is abducting, illegally arresting, and robbing people. Yet they expect the public to believe Rwanda is the source of all Uganda’s problems! Even with the record of their master’s regime as one of the most failed in the region.

CMI and its RNC allies in trying to shift blame for Nagirinya’s death on Kigali think Ugandans are fools to easily forget that the problem is their corrupt regime that lacks accountability in each and everything. They cook up an unbelievable story that “Rwanda Intelligence killed this lady to infiltrate the NGO she works for”.

NGO’s, especially faith based ones have been the target of harassment by Kampala Intelligence agents with endless solicitations for bribes. It is a well-known racket. They threaten them with false accusation of working for foreign government, unless they give in to the extortion and pay bribes.

In 2018, the rate of kidnappings and murder of women led to angry protests in Uganda.

At the height of the kidnapping crisis, President Museveni said, “a nationwide registration of fingerprints and DNA to facilitate criminal investigations” would be implemented. The kidnappings did not end, giving rise to strong speculation that the kidnappers either were members of Ugandan security organs, or worked with them!

In April this year when an American tourist was kidnapped the Ugandan government paid the US$ 500,000, prompting many to again speculate “this was an inside job”.

As the phenomenon continues, security agents are in the spotlight both for incompetence and even possible complicity. There are genuine concerns voiced by Ugandan activists when they protest about the kidnapping rate in Uganda.

Consistent reports of the links of powerful members of the First Family to human trafficking rings are hard to ignore, especially when women are so consistently being targeted.

There are too many reasons why Ugandans should be concerned. Kidnapping is nothing but a by-product of the state of affairs in Museveni’s Uganda whereby the country teeters on anarchy.

Everyone recognizes the regime propagandists’ scapegoating of Rwanda for what it is: incompetent shifting of blame.

The BBC Business Daily, in an attempt to revive the erroneous Financial Times article that poverty reduction is not real in Rwanda, asked for David Himbara’s opinion. Weedsmoking David Himbara, the chief RNC (Rwandan National Congress) propagandist, was more than happy to support his Anti-Rwanda RNC narrative.

The BBC tries to sanitize the Chief Propagandist of a terrorist movement by introducing him as “the founder of the government policy unite” but make no mention of his link to the FT article he was about to interpret.

The Business Daily show and the Financial Times both cite David Himbara as he cites them in return to salvage some credibility after the World-Bank disowned their outright manipulation of the Bank’s reports. They all deployed a simplistic maneuver of auto-validation. Himbara feeds them with a narrative and later is asked for comments as a third party. This is an extremely lazy and dishonest maneuver to circumvent an embarrassing fact, the World Bank disowned their narrative.

Inviting David Himbara, quoted in the original Financial Times fabrication is suspicious enough, but when one remembers that David once paid US $400,000 just to speak to congress, clarity sets in. RNC’s Chief propagandist is financially backed by Rujugiro (nicknamed ‘ankle beeps’, for the beeping his ankle monitoring used make while under house arrest), and Yoweri Museveni.

They give him hundreds of thousands to spend in tarnishing Rwanda’ image, they do this as they support RNC’s military adventures in Congo as they desperately seek away into Rwanda. RNC targets Rwanda’s success and development as it is an indictment of their failures to destabilize it.

When offered the microphone, the propagandist went on to give false lies that economic indicators are dictated in government. After attacking the Rwandan Government, they attacked the World Bank claiming it’s a conspiracy to present good poverty alleviation numbers! They do however expect us to trust unnamed and unpublished academics.

To conclude their self-validation exercise, Weed smoking David Himbara, the Rwandan Canadian national claims to be in exile in his own homeland, Canada.

The Security Minister General Elly Tumwine has been under pressure to clarify the existence of ‘safe’ houses run by intelligence agencies. In front of a parliamentary committee, the Minister was at pain to explain why members of parliament were not allowed to visit these ‘safe’ house suspected to be torture chambers. In particular, two suspected torture centers, Kyengera and Kalangala, are targeted by parliament for oversight.

The Minister, in his justification for ‘safe’ houses, explained that the houses are used for briefing and debriefing intelligent assets, that the houses serve to protect witnesses and astonishingly that they serve to manage ‘hardcore criminals who require a long time to reform’. Gen Tumwine was clear on one thing, members of parliament will not be allowed to visit these ‘safe’ house. He literally took parliamentarians for fools, witness protection and reforming criminals fall under the minister of justice’s docket. Intelligence run ‘safe’ houses are code for illegal detention and torture facilities.

According to Rwandan survivors of torture in Uganda, Ugandan intelligence agencies hold hundreds of Rwandans in these ‘safe’ houses. They are kept in appalling conditions, beatings, electric shocks, sleep-deprived, and starved. The Security Minister would have no issue with the members of parliament visiting a witness protection program, it is the hundreds held incommunicado arbitrarily under severe torture that the minister is hiding.

‘Safe’ houses also hide another secret, they are the epicenter of the interaction of the Rwandan National Congress, a Rwandan terrorist group, and the Ugandan Chieftaincy of the Military Intelligence (CMI). They abduct, interrogate and torture jointly, a number of survivors testify to the presence of RNC agents actively participating in torture session. The Security Minister General can hide is ‘safe’-houses for now, eventually, the future will reveal what actually transpires in the pseudo-‘safe’ house.

The weed smoker and RNC chief propagandist, David Himbara, is high early morning on a Monday. It was barely 9:30 am in Canada, where the propagandist woke up to write pure madness. He is pushing RNC talking points that have been amplified by ABC an Australian media outlet. The article is a long fictitious story that contains all the key talking points of the RNC terrorist group, Genocide deniers’ groups and their global network of allies. Himbara is very glad to amplify his own propaganda.

The source of much madness, David Himbara praises the propaganda planted most probably with the help of the RNC network of which he is the chief misinformation specialist. The attack piece was written by Amy Greenbank with elaborate illustrations by Emma Machan. Although we might be tempted to laugh it off as the work of a ‘high Himbara’, repeating his lies and foolishness but it is actually a known propagandist technique. He is trying to achieve a self-fulfilling prophecy by repeating a lie over and over again. He hopes that eventually, his lie will intoxicate perception to the point that the repeated lie might be taken to be true.

Along with other Anti-Rwandan forces, a toxic brew of genocide deniers and negationists, the RNC propagandist also uses a famous ‘Big Lie’ Nazi propaganda technic with regard to the ‘Rwandan spies’ in Australian hoax. The big lie is basically based on the belief that the bigger the lie, the more likely the lie will be believed. By coming up with a complete fabrication that Rwanda has spies in Australia with no proofs anti-Rwandan forces hope that at least part of the lie will be believed. By amplifying it, Himbara also gambles that it will somehow serve his sponsors Tribert Rujugiro (the ankle bracelet wearing old man) and Yoweri Museveni (Exhibit #1510) to justify their persecution of Hundreds of Rwandans in Uganda.

It’s a cycle of madness, Himbara and his RNC create a rumor and then plant it. Afterward, the same rumormongering click pretends that their rumor is news, they then share it and comment to relay their madness. So the question is, when will this weed-smoking Himbara madness stop?

Yoweri Museveni signed his part of Memorandum of Understanding with Rwanda to resolve a crisis caused by his hostile policies on Rwanda. For more than two years, Rwanda accused Uganda of arbitrary arresting its citizen on transit or residing in Uganda. Although Uganda kept denying the fact, it systematically proceeds to illegally arrest, torture and dump Rwandan citizens at the border.

Numbers are shocking, since mid-2018, Uganda dumped about 600 Rwandans at the border of Rwanda-Uganda. Uganda cannot call it deportation, as the dumped individuals are not subject to deportation orders. They are simply taken to a crossing point, stripped of their belonging and told to go back to Rwanda. The saddest part of this story is that the border dumping and theft that victims suffer on their last day in Uganda is the least traumatic abuse.

Museveni and his notorious CMI (Chieftaincy of Military Intelligence) arrest hundreds of Rwandans in an effort to support the RNC (Rwanda National Congress) Terrorist group, they target young men and women of fighting age but will not spare infants and the elderly. The victims are usually approached by an RNC recruiter or a fundraiser. Rwandans who refuse the RNC approach in Uganda are kidnapped by Intelligence officers and taken to secret detention facilities. They are viciously tortured and forced to confess that they are spies working for Rwandan intelligence.

With no access to medical attention, legal or consular support, with no contact to their family members, these ordinary Rwandans undergo cruel and inhumane treatment, torture and forced labor. With their dumping at the border, they bring very disturbing testimonies of hundreds left behind and worst of all, how RNC and CMI are working together in arresting, interrogating and even in torturing Rwandan in Uganda.

Brave Ugandan lawyers and judges have attempted to help innocent Rwandans but all their efforts were in vain. From obtaining Habeas Corpus orders (produce the witness) to mandatory release orders, lawyers obtain orders that are simply ignored by Ugandan Intelligence. In April 2019, Lawyers for Rugorotsi Eric and Twahirwa David obtained orders by a court of law to the Director-General of ISO (internal Security Organization) for their release, ISO simply ignored the court. Charges too are constantly changed for the few lucky enough to have lawyers fighting for their release. Importantly, no Rwandan has so far been convicted of espionage in Uganda. In fact, most are not tried, they are simply locked away.

The Luanda MoU specifies in article 1 (c) that both parties undertake to “protect and respect the right and freedoms of the nationals of the other party residing or transiting in their national territories, in accordance with the law of that country”. It is probably the most important clause of the MoU. Since Uganda has never issued a complaint about its nationals being mistreated in Rwanda, the fact that Museveni signed the MoU is an admission that Rwandan rights are baffled in Uganda.

It should be easy for Museveni to implement article 1 (c) all that is required of him is to #ReleaseInnocentRwandans

Unable to secure even a simple birthday party invitation, Kayumba Nyamwasa is forced to watch African Leaders invited to the G7 meeting. Allergic to success stories, he posts on His Robert Patrick Fati Gakwerere page an attack piece claiming African leaders were kept out.

The participation of African leaders hurts him more as his role model in nepotism, Yoweri Museveni, also did not manage to get an invitation. Worst of all, the one person he smear day and night, the President of Rwanda, was invited. Kayumba Nyamwasa must be feeling his insides painfully turn with rage and jealousy.

As a fugitive, he spends his time worrying about the possibility of facing justice and although he is not in jail for his crimes, unable to attend any public event, Kayumba has effectively no real freedom of movement. As for his second most important sponsor Yoweri Museveni, world leaders are embarrassed by his mere presence, he is simply to corrupt to seat with.

After all, the American President who is at the G7 summit might accidentally refer to Museveni as corrupt #Exhibit 1510 as he is known in US courtroom. Eminem, an American rapper, became popular with his real slim shady ‘please stand up’ song, someone aught to tell Kayumba Nyamwasa to ‘please seat down’!

David Himbara is really something else, the region just snookered one of his sponsors and supporters –Yoweri Museveni – and all he do is define what a MoU is?

Museveni agreed to stop all support to RNC terrorist organization which Himbara works for. Museveni also agreed to respect the rights of Rwandans in Uganda, whether residing or on transit. This means releasing innocent Rwandans illegally held by Ugandan Intelligence at the request or instigation of RNC.

Minister Nduhungirehe is right, Rwandans will wait until they are certain not to be walking into a trap set by RNC and Ugandan Military Intelligence (CMI).

Clearly, Museveni and his RNC friends (including Himbara) are struggling with how to resume trade without fulfilling their end of the Mou. There is simply no way to have it both ways, they cannot trade with Rwandans and harass Rwandans at the same time.

Since the signing of the Luanda MoU, the anti-Rwanda propaganda has been in overdrive screaming ‘open the border’ as they desperately trying to illustrate that Rwanda has not honored the MoU.

From NewVision to CommandPost, to Facebook CMI sponsored pages and accounts (Gakwerere, Serura, Sulah Wa Kabirigi, etc) all one reads is that the border is not yet open and therefore Rwanda is negating on its side of the MoU. These rants are all over the place, with the border erroneously being used as a barometer.

It is as if a Malaria patient rumbled about his fever without considering the infectious parasite load in their bloodstream. They are deliberately confusing the cause and effect something well disseminated in the MoU. There are valid reasons as to why Rwandans are not traveling to Uganda, the MoU attempts to address that prior to carefully stating that the border would be opened ‘as soon as possible’ – as opposed to stating immediately.

The principal cause of the border issue is simple, Ugandan is not safe for Rwandans as a result of a hostile policy adopted by the Ugandan regime. Uganda harbors, support, finances and trains Anti-Rwanda groups. There is ample proof for this cold fact. It be the FDLR officials were apprehended in Congo from a meeting in Kampala, or issuing passports to FDLR and RNC officials to travel on, or even the recent revelations of one Callixte Nsabimana (FLN Leader arrested) in court; the evidence of Ugandan support to anti-Rwanda forces is overwhelming.

With regard to RNC, their support is so blunt that even President Museveni writes about meeting their officials. RNC leaders are openly traveling and residing in Uganda and even offer interviews in state-owned media. The RNC principal sponsor, Rujugiro, transacts and sets up businesses in Uganda and goes further to make the President of Uganda’s brother a shareholder.

The situation becomes even more dangerous with evidence that the RNC is given much more than logistical and financial support, in Uganda, RNC was granted the power to arrest and torture. In conjunction with Ugandan Military Intelligence (CMI and ISO), RNC arrests, tortures and dumps innocent Rwandans at the border on a daily basis.

The MoU, recognizing this fact, states clearly that rights and freedoms of nationals in transit or residing in the other party territory. Whereas Ugandans residing in Rwanda have all their rights, Rwandans residing in Uganda have no rights. The moment the RNC points a finger to a Rwandan, usually because the individual refused to join them, Ugandan Intelligence pounce on the Rwandan.

They hold the Rwandan without trial, without access to legal or consular aid, with no communication from family members. The Rwandan, in their custody, can be tortured and subjected to cruel and inhuman treatment for days, months or even years.

All along, the Ugandan regime denies everything, claiming not to be aware of who they issue passports to or who meets their head of state. They will claim that no Rwandans are held in secret detention facilities yet dump them in terrible shape after horrific torture.

The lack of trade is hurting Ugandans, and understandably, their government is trying hard to pressure for trade to resume. But one cannot have his cake and eat it at the same time. The same government knows all to well that their policy to destabilize Rwanda had led to hundreds of Rwandans incarcerated in secret detentions facilities. They are equally aware of RNC training facilities in Uganda. If they want trade, they should simply make it safe for traders.

The MoU is clear, somethings will be ‘as soon as possible’ while others should be immediate. Surely, how hard is it for the Ugandan government to release victims of a wave of arbitrary arrests they carried out against innocents Rwandans?
