Himbara has once again exposed his ignorance of legal practice.

Exited about the Patrick Karegeya inquest, Himbara published a victory lap article misleading his readers that an important court battle has been won against President Kagame. Deliberately or out of ignorace, Himbara and his RNC fellows missed the keyword, INQUEST!

An inquest is normally a coroner’s proceeding to answer questions surrounding a person’s death. It is usually used to determine who the person was and what actually killed him, it is not a trial. In some circumstances, inquest are held post-trial. The key difference is that an inquest answers questions and does not determine guilt or innocence. The accused party is not even present in the inquest, the state, the family or even an insurance company, have questions and an inquest attempts to answer them.

Now that their questions have been answered, Himbara is confusing inquest answers to a court verdict. I think it is deliberate as he is desperate to divert from a key question not answered in his inquest. Who was Patrick Karegeya?

RNC presents Karegeya as outspoken critic, omitting the violent part in delivering his ‘opinion’. Karegeya was not a human right activist or an exiled politicians. He orchestrated a wave of grenades attacks and was still plotting violent terrorist attacks.

Now that the inquest is over, and since Himbara is singing victory, we should ask him who was found guilty? Who, in his mind, was convicted of killing a terrorist? In a trial, whoever will be accused will have lawyers and will present his case. That’s precisely what Himbara is afraid of, a case that will bring forth all RNC’s criminal activities.

Himbara should note my last point, the criminal and terrorist nature of RNC will be exposed. Himbara should get a good lawyer, especially since he is incapable of differentiating a trial and an inquest.

Himbara allied himself with genocidal forces, and now he is trying to claim that others are do the same. No Himbara, no one else plays allies with Genocidal forces or attempt to benefit from them in any way.

Himbara is also having difficulties differentiating the ICJ and the ICC. Below is a small guide, probably high school level stuff but I will try to keep it simple for David Himbara.

 ICJ Jurisdiction  

The International Court of Justice acts as a world court. The Court’s jurisdiction is twofold: it decides, in accordance with international law, disputes of a legal nature that are submitted to it by States (jurisdiction in contentious cases); and it gives advisory opinions on legal questions at the request of the organs of the United Nations, specialized agencies or one related organization authorized to make such a request (advisory jurisdiction).

In simpler terms, the court has jurisdiction in contentious cases and has advisory jurisdiction. If two countries have a dispute about their border demarcation, they can ask the ICJ to adjudicate.

ICC Jurisdiction

The jurisdiction of the Court shall be limited to the most serious crimes of concern to the international community as a whole. The Court has jurisdiction in accordance with this Statute with respect to the following crimes:

1. The crime of genocide;
2. Crimes against humanity;
3. War crimes;
4. The crime of aggression.

So, can someone please tell the RNC Liar in Chief that when a court says it has no jurisdiction, it simply means you went to the wrong court. Claiming that the wrong court has no jurisdiction due to trickery is laughable.

Rwanda is not a signatory of the ICC Rome statutes, a flawed legal tool that most African countries now consider an oppressive tool.

Did Winnie just say Accountability?

After huge salary scandals, sexual exploitation sandals, Winnie Byanyima has the audacity to ask for accountability. She has never taken responsibility or accountability (not even for personal matters affecting state affaires), but she is asking for it. She did not take responsibility to what happened under her directorship.

Using her Oxfam directorship or dictatorship as some call it, she tweets about Rwanda and Uganda tensions.

Oxfam has guidelines about that abusing power, conflicts of interest, yet its Director is allowed to violate its code of conduct publicly on tweeter. Imagine what would happen to Oxfam’s image if its entire staff were allowed to comment on national politics. I will not bore you with her conflict of interest in the Rwanda-Uganda saga; It would take a 250 pages book.

She hides behind her unlimited mandate to end human suffering, but when it doesn’t suite her, she keeps quiet about human suffering and makes OXFAM stay quiet. All that using UK tax payers moneys, donations and grants that would otherwise do humanitarian work.

Her reckless political partisanship hurt all NGO’s and Charitable organizations.

The international scale of corruption in Uganda.

Canada is hit by Ugandan corruption; it has been infected shortly after the US. Ugandan corruption has become a foreign affairs issue, now practiced by Ugandan diplomats on foreign soil. In the most recent case, Canadian officials sent away Mr. Allan Tazenya, first Secretary in the Uganda High Commission in Ottawa for corruption.

According to an article posted by Chimpreport -A Kampala based Museveni’s mouthpiece- on the 16th of April, Allan Tazenya swindled 17,000 Canadian Dollars from his own Ugandan High commission. The article sugarcoats a serious event saying, “Mr Tazenya’s acceptance visa D0615532 was invalidated and cancelled”, instead of telling it as it is, Mr Tazenya was declared Persona Non Grata by Canada for Corruption. He is accused of facilitating inflated payments to a communication company and receiving kickbacks for his services.

Uganda is infamous for corruption. For instance, its President and Foreign Affairs Minister, were all mentioned in a very public scandalous corruption case in New York. One Patrick Ho was convicted of bribing President Museveni with 500,000 US Dollars (Exhibit #1510) and bribing the Ugandan Minister of Foreign affairs Sam Kutesa with a further 500,000 US Dollars.

On the Patrick Ho issue, Museveni only addressed the Minister’s payout side saying in December 2018:

• “He [Kutesa] told me that the money was for a charity; this is a question of fact. I have told him to be in touch with our Attorney General to cross-check; was this money for the charity or it was for him?” adding that the minister would be “answerable” (Daily Monitor, 11th December 2018).

Ignoring the fact that he also received $500,000 from Ho, almost 5 months later, the Minister has not answered and his docket has to deal with yet another corruption scandal.

Ugandan diplomats worldwide will now be under scrutiny as details emerge of systemic corruption in their diplomatic corps. Rightly so, Chimpreport questions the quality of Ugandan diplomats after a series of scandals. So far, in less than one year, we have heard of a diplomat expelled for wife battering in the US, of the Uganda military attaché to Burundi beating a traffic police officer in Kampala, we heard about #1510 and now we hear about the Canadian case.

Diplomacy is about 3 Ps (Protect, Project and Promote). These diplomats, not only represent the Ugandan Government, they project the Ugandan Government. If Uganda government is violent then they will be violent, if Ugandan government is corrupt so too will their diplomats be. To tackle corruption in Uganda’s diplomatic corps, Chimpreport should call for action on corruption in Uganda. Do not expect them to be different to their appointing authorities.

There are credible reports that one has to bribe his way in and his way up in the Ugandan Government including the Diplomatic Corps. Joining the Diplomatic Corps might therefore be a business enterprise; one has to invest in an elaborate calculation for future return.

M7 and His Envoys.

We all know corruption cases #1510 Museveni and #1514 his foreign affairs minister. We are now learning about a new corruption scandal in Canada. It involves Uganda diplomatic agents, did #1510 and #1514 sent corrupt officials to represent them abroad?

Chimpreport gave us an interesting story of how Canada invalidated the Ugandan first secretary visa, fancy way of hiding a fact that the Ugandan official has been thrown out, declared non grata. Chimpreport gives us a polished version, Mr Allan Tazenya’s visa cancelled for corruption, they conveniently forget to mention the rampant corruption scandal in their Diplomatic Corps.

Mr #1510, Kaguta Yoweri Museveni the sovereign, his Head of Foreign envoys #1514 and now diplomatic agents! Makes me wonder, what is Ugandan foreign policy? Has corruption become so trivial and rampant in Uganda’s foreign policy or is that the policy?

Diplomats are taught the 3 Ps. (Project, Promote, Protect) their country of origin.
1- How do you Project #1510 and #1514?
Mr Allan projects both his boses by behaving like them!
2- How do you Promote #1510 and #1514?
Mr Allan promotes his bosses best products, grand scale corruption!
3- How do you Protect #1510 and #1514?

David Himbara blinded by fury

Himbara describes himself as a professor, an activist, and worse as an educator. He spends his time blogging about Rwanda and its President in particular.

He is now trying to educate us about alleged war crimes committed when he was a high-ranking government official. Truth be told, he is furious that his exit charade was almost unnoticed back in 2002, he came back in 2006 to try another spectacular exit in 2009 with almost as little impact as his 2002 stunt.

Himbara is not fooling anyone; the UN clear identified his P5 group as a source of regional instability. His criminal network currently fuelling war and misery is Congo is very well documented. Some of his deputies caught in Congo on their way to commit war crimes. Himbara will face justice and like Bashir, it will come as a surprise.

Back to Himbara’s fury, I guess he heard the news of his ally the FDLR leader passing in a German prison. Working for or with Genocidal forces will get him nowhere, someone should tell him that. His association with FDLR, his P5 group will get him a Bashir end or worse.

I cannot express this in stronger terms, Bashir is the opposite of President Kagame but Himbara might have a few common traits with Bashir. How can Himbara justify his allegiance with FDLR, with Grenade throwers, with regimes fuelling Rwandophobia?

Let me educate this self proclaimed activists. Pick an ideology, a belief, pick an orientation and stick to it. Since you chose terrorism and found proven genocidal forces as allies, stay away from morality. It should be relatively easy for you given your lack of apathy to decency.

Responding to a Newtimes article, Himbara lured us away from debate. He diverted our attention to three women, spinning himself out of hot waters on a sensitive issue, Inner circles.

Inner circles are a favorite, recommended feature of governance, according to Dr. Himbara. His remedy has been successfully applied in certain country in the Greatlakes. A country that has a father, President, a wife, Minister and a son, General. Neoptism is defined in this Himbara land of opportunity.

Mention Uganda and David will fire back harder than Ugandans officials; it is his inner circle. He gets so defensive and it is understandable, they offer him and his entourage passports, money and support. Their objective, to put an INNER CIRCLE in Rwanda.

The inner circles of corruption, nepotism and impunity collapsed in Rwanda, but corruption fights back. Sponsoring a wave of grenades explosions, armed rebellion to make sure that the corruption free, and inner circle free, Rwandan model does not thrive.

Himbara should address his obsession with inner circles and why he needs them so much.

After Bullying a media Lady, David Himbara finally remembers to be Gender sensitive. I will call him the tempter, for the simple fact that he seems to do the same job as the devil.

He is playing the serpent in the Garden of Eden, tempting women to cause havoc, and promising unlimited rewards. The greatest trick the devil pulled on humanity is creating a belief that the devil does not exist. Himbara’s master is teaching him well, instructing him to divert attention to three women while hoping that we will forget about Kayumba – Gasana – Himbara.

So David wants to draw attention to three women, not because he has converted his misogynists ways, but rather because he wants Kayumba – Gasana – Himbara left alone to seed temptation and misery. If he was not tempting them, he would take the risk too, he would take the first flight back to Rwanda and start a protest. But We all know he will use his computer, far away, and call Rujugiro for more campaign money, more money to tweet and Facebook.

After a bitter morning, probably with a hangover, David Himbara woke up in a bitter bullying mood. His target? A Rwandan freelance Journalist, Grace Kamugisha. Her offence? Daring to publish with more than one media house. Himbara is a bitter loser. He is aware that freelance journalists can publish with more than one media house. His deliberate attack on a freelance journalist is also linked to hatred of freedom of speech and opinion. Try telling him, or asking him something he doesn’t like, he will block you.

Grace Kamugisha is not the only freelance journalist to publish with multiple outlets, yet she is on the receiving end his venom. In this male dominated world, she has to resist bullying from misogynists like Himbara who hate professional women. She is ten times bigger and wiser than the bitter propagandist trying to divert attention by attacking a professional woman making her name in media.

I still can’t believe Himbara is allowed to teach young minds! What course does he teach, bigotry, hate speech, dictatorship?

Lastly, is Himbara the Uganda Government spokesperson, with his complaints that Kamugisha “is trashing Uganda?” Who gave Himbara Ofwono Opondo’s job? Isn’t he the chief propagandist of RNC?

But you never know, in Museveni’s Uganda, being a Uganda government spokesperson, and being RNC chief liar are one and the same thing.

Himbara and Diplomatic Quest!

As established, we should not expect any form of intellectual content or analysis. As he wakes up from his usual weekend binge drinking, drinking hard earned RNC propaganda cash, he will wake up to bad news. There are rumors that one of his actors, Sankara, has been arrested. So far, no confirmation from either RNC or their associates (NFL / FLN), FDLR or similar. Himbara will probably try to divert our attention with a tour around the world with his diplomatic updates.

So far, Himbara has missed major breaking news such as the FDLR officials arrested and arraigned in Rwandan courts. These FDLR were caught as they travelled from Uganda to DRC Congo. Kampala, the RNC headquarter, has not commented on the story. Kampala has also kept quiet about Ugandan Passports issued to FDLR and RNC officials. Conspicuously, Himbara has also kept quiet about all stories that might negatively affect moral within their unholy alliance.

RNC and armed opposition against Rwanda, is losing steam. The cause is simple. Himbara and his allies have lied so much that even their supporters lost confidence. Last week, all lies were focused on a narrative that poverty is rampant in Rwanda and that the UN could have stopped the Genocide against Tutsis but that President Kagame block them. Instead of giving us data to illustrate his rampant poverty claims, he recycled a narrative that Rwandans are fleeing poverty, gave us a picture or two.

Himbara, and his bosses, demand absolute and blind obedience. They are told not to question any cheap tactics but to follow blindly trusting that their leaders have a strategy. Their leaders, fortunately, are busy tweeting and fakebooking, inciting other to revolt as they stay safely behind screens. We are just about to taste Himbara’s spin bad news with imaginary conflicts.

Typically, he will point to an imaginary challenge that Rwanda is facing, call his financier, and tell them that he had a hard day in his struggle against Rwanda.
