David Himbara, RNC’s Chief Propagandist, is angry that his medium blog is not accessible in Rwanda. He launches a vicious attack claiming that Rwanda censoring the internet. When the RNC’s propagandist cries censorship, it is exactly the same thing as if an Al-Qaida propagandist cries censorship.

Both RNC and Al-Qaida carry out terror attacks targeting civilians and both use communication to indoctrinate for their causes. Both organisations are run by armed groups but always have a innocent front desk to lure unsuspecting individuals on a radicalisation path. However, in this specific case of Himbara’s blog, he really should not be pointing fingers.

On Facebook, Medium and Twitter, He blocks anyone with a different opinion that challenges his lies. He uses censorship to quash anyone who calls him out on his propaganda. Why should he complain that his blog has been blocked? And how should we know that he did not block access from his side to have something to sell to his sponsors?

He makes money by hurling insults and lies on behalf of his sponsors, Yoweri Museveni and Trilbert Rujugiro. His blog is a dedicated attack platform full of hate speech, genocide denial and violence promotion. Blocking his hateful propaganda blog threatens his livelihood; his sponsors might reduce his pay as fewer people are exposed to his toxic lies.

To express his anger, Himbara comes up with a big lie misquoting his controversial source (Freedomhouse) that Rwanda is leading in internet censorship in East Africa. Yet according to Freedomhouse – controversial due to its alleged links to US foreign policy – both South Sudan and Burundi rank worse than Rwanda in terms of internet freedom in 2019. In the report shared by Himbara, Freedomhouse seemed to be more concerned about China’s transfer of monitoring and surveillance technology, it was written in 2018.

If he wants to become a real freedom of expression activist, he should start by unblocking everyone he blocked on Facebook and Twitter. The RNC’s propagandist is not an advocate of freedom of expression; he is a professional paid liar angry that he just lost a big chunk of his audience.

The RNC’s Chief propagandist has just given a parochial analysis of the Rwandan economy based on the exchange rate of the Rwandan Franc to the US Dollar. I have formed a habit of calling David Himbara the RNC’s Chief Propagandist, ignoring the part where he calls himself a Professor. The reason is simply that Himbara has only been doing propaganda and absolutely nothing academic. I guess his academia is now paying the price of excessive exposure to his propaganda lies, looking at his most recent post on the exchange rate, I doubt Himbara would be able to teach high school economics.

According to our Chief Liar, the nominal exchange rate to the dollar is an indicator of economic strength. Since he ranks economies by their exchange rate, maybe he can explain these rates according to his source (https://www.xe.com/):

If Himbara was honest or competent I would explain the concept of an exchange rate, but since he wants to keep his lie simple, let’s keep it simple. The exchange rate is not a measure of economic strength.

David Himbara, the RNC’s chief propagandist is graduating to video manipulation. The propagandist twists a video, as he usually does with pictures and data. Luckily, we can all access the original version as Himbara doesn’t control the internet. President Kagame, like almost every leader in the world, has a security detail for his protection. Himbara, who works with known terrorists, equates a Head of States security with fear. Here is a challenge for Himbara, do you run towards or away from something you fear?

RNC’s chief propagandist David Himbara has just published the words of a hypocrite. Pretending to be a peace-loving activist, he thinks the world will forget all the provocations he threw at Rwanda, he thinks the world will is dumb and cannot see how his paymaster Yoweri Museveni – known as #Exhibit1510 – keeps provoking Rwanda.

If war breaks out, it will be Museveni and the RNC’s fault. As their Chief Propagandist, Himbara is a hypocrite to try and play peaceful activist now. He should sit back and enjoys the fruits of his hard labor on behalf of his RNC and their allies. We could write a list of all hostile acts by RNC and Museveni but the list would be too long.

For the last couple of weeks you have been using your facebook page to insult Rwandan leaders and to instil fear in the population of the region with an eminent war allegations. You have consistently made posts accusing Rwandan security of having plans to create instability in Burundi, DRC and now you are have concentrated on Uganda. Your allegations are mere propaganda aimed at creating animosity in the region and should be treated with the contempt they deserve.

Your latest posting “Rwandan mafias are ready for war with Uganda and target is killing Museveni…” raises concerns as to what you would gain if war ensued between the two countries. The post shows how stupid you are. If the war you are talking about happened, you will not be there in any case to fight it. Only stupid people like you can afford to talk about war that lightly and carelessly.

There is no doubt you are a Uganda propaganda tool. It appears you are being used by mafias in Ugandan security who want to use the pretext of stocking weapons for war with Rwanda, to swindle government money. With the known corruption in Uganda, anything that would necessitate buying weapons, opens a new window for them to swindle government money.

You mentioned two incidents which you claim to be the final testing of Museveni’s anger namely; shooting in Tabagwe and the closing border. Because of your ignorance or stupidity, you do not want talk about the circumstance surrounding each of the two incidences.

To those who would wish to know the truth, the press release by the Rwanda National Police explains the Tabagwe incident very well. The incident occurred on Rwandan territory in Tabagwe Sector, Nyagatare District when Rwandan security forces on patrol intercepted a suspected smuggler on a motorcycle who had crossed the border from Uganda at an ungazetted border point. The suspect resisted and turned violent, and was joined by others who attacked the officers with machetes. The officers shot in self-defence and two people lost their lives. There was no planning for the shooting and had there been no attempts to attack officers with machetes, it wouldn’t have happened.

Using posts maliciously, you present Gatuna border as closed which is not true. On the contrary, only heavy trucks were advised to use Kagitumba or Cyanika borders to enable completion of works at Gatuna One Stop Border Post. It is unfortunate that you would claim that the border was closed as a cover to move war materials and forces closer to Uganda without cross-border notice. This is idiotic and childish thinking. The border was never closed and you can check with Ugandan migration offices at Katuna and you will see that movement along the border never stopped.

Kayumba, you also claimed that Rwandan intelligence “thugs” are set to start harassing families of Ugandan diplomats in Rwanda and even killing Ugandans in Rwanda for war to be approved soon! This allegation shows how insane you have become. No one ever lectures Rwanda on how to respect Geneva Conventions on diplomatic immunities. While many Rwandan have suffered under the hands of Ugandan security with some being tortured by you, no Ugandan in Rwanda has been subjected to any mistreatment.

It is high time you approach your doctor before it is too late, otherwise very soon you will be running on the streets naked.

David Himbara, the RNC Chief Propagandist, is misleading his readers with manipulated data once again. This time he is using foreign aid statistics to push a gross lie that 70% of the Rwandan Government’s budget is foreign aid. As usual his data is nothing more than a few numbers he cherry picks from a Google to set a distinct narrative. Himbara is tasked by the RNC to attack and tarnish Rwanda’s image.

He usually writes political attack pieces at the direction and on behalf of a terrorist organization, Rwanda National Congress (RNC) and once again he amazes us with numbers on a budget that is not yet out. Not only he uses old data from World Bank, numbers that triggered a government program to reduce aid dependency but he also deliberately uses Rwanda Revenue data for unintended purposes.

Instead of using the Central Bank (National Bank of Rwanda) data, he concentrates on the number of registered tax payers as if unregistered tax payers have no contributions. National revenues are not only taxed based, revenues are also generated from investments, bonds, and trade.

Furthermore a per capital calculation –dividing by population size– skews results in the case of Rwanda as neighboring countries hold bigger populations (Except Burundi). For example with Tanzania’s population almost four times the population of Rwanda, it would be illogical to use per capita compilations.

Himbara often uses these cheap tricks to justify to his sponsors – Museveni and Rujugiro – both in their 70’s that he is working hard to tarnish the image of Rwanda. He avoids doing real and proper research, submitting to peer-review, preferring to Google, blog and self-publishing.

David Himbara, the RNC chief propagandist and liar, has taken some time to react to an important event in his world. His world comprised of ‘Rwandophobes’ whose dream is to destroy Rwanda, dual earthquake hit hard. Not only was Callixte Nsabimana – an influencial member of his world – caught but worse, the apprehended terrorist confessed and spilled the beans on their terror network.

When Himbara finally found the stomach to write something, he did so deflecting. Dusting away what Nsabimana revealed will be hard, as Nsabimana confirmed what was already public knowledge. As for Himbara’s claims that Nsabimana was forced to confess, Himbara should read the court transcripts. Nsabimana actually cracked a joke in the process saying that even birds knew that he was the leader of a terrorist organisation.

For a while, Himbara had been calling Nsabimana a hero, a brave soldier, but suddenly with his confession, Himbara downgrades him to a ‘member of a rebellion’. I wonder how long it will take for Himbara to throw Nsabimana under the bus and claim the entire trial is nothing but a staged set? Soon, he will probably tell us that Nsabimana was a paid spy.

Nsabimana’s revelations are particularly painful for Himbara as his main sponsor Gen. Kandiho –head of the notorious Ugandan secret police CMI – was mentioned.

CMI has been accused of thousands serious human right violations, assassinations such as torture, assassinations and much more. It is an outfit so brutal that Ugandans are afraid of mentioning it. When Nsabimana mentioned CMI’s boss, Himbara’s heart must have missed a beat or two. Gen. Kandiho is well know in the international spheres of human rights as the person who is currently coordinating a wave of arbitrary arrests and torture of Rwandans living in Uganda.

The same can be said of Nsabimana’s revelations on his works with Burundian intelligence service. It is equally public knowledge that Burundian secret services are currently under investigation for crimes against humanity by the ICC, including mass killings, torture, rape, etc.

Nsabimana gave us a glimpse at Himbara’s world at a pre-trial stage, just imagine what will revealed at trial stages! David Himbara will find it very difficult to spin this one, especially hard since two other fellows of his world (FDLR Spokesperson and Head of Intelligence) are also on trial in Rwanda with one massive coincidence with the Nsabimana case – Uganda.

Normally, David Himbara writes political attack pieces at the direction and on behalf of a terrorist organization, Rwanda National Congress (RNC). He attacks Rwandan institutions, political and social leaders. As a self-proclaimed activist, he usually pretends to be fair and balanced with democratic. Himbara’s facade, hides a dangerous side that of a vicious propagandist ready and willing to harm innocent bystanders.

For some strange reason, Himbara has picked a special interest in Volkswagen Rwanda publishing over and over again, a ridiculous lie that so far the firm has only sold one car. The lie is ridiculous for those who live in Rwanda, the number brand new Volkswagen cars on Rwanda road clearly makes that claim of only one sold car silly. To force this lie, Himbara publishes three times to attempt a self-fulfilling prophesy using statistics from Rwanda Revenue Authority. Himbara, who always claims he doesn’t trust government data, has a strange way picking and choosing government data when it suits him.

Himbara will criticize anything in Rwanda for political reasons; he will not spare private companies, non-government organizations, anything that might hurt the image of Rwanda. This is true for almost all his article and all his recently self-published books.

The tone with which Himbara writes illustrates his mindset toward an entire country. He writes, “You are a Banana Republic in urgent need of fighting extreme poverty”, insulting an entire nation. His careless attack is most probably due to pressure from his sponsors to publish smear.

Nsabimana Callixte just pleaded guilty to multiple counts including terrorism, genocide denial amongst other crimes during his pre-trial hearing. The leader of the FLN terrorist group confessed his crimes and asked for mercy. Nsabimana an ally to Himbara in the P5 terrorist platform, has just given the RNC propagandist will this to be a very bitter pill to swallow.

For all the praises and poems that Himbara wrote for Nsabimana Callixte calling him a hero, by his own admission, Nsabimana is nothing but a criminal confessing of terrorism. He admitted to planning and executing terror attacks and even elaborated how Burundi and Uganda’s intelligence services offered him support in his enterprise.

Nsabimana Callixte publicly renounced his terrorist outfit, “From today on wards, I am done with FLN and whatever else they may do is on them not me.” and added, “When I was arrested and showed evidence of what had happened. I was shocked to see that six people were killed and most were women.” This is the person Himbara quoted Shakespeare and Nelson Mandela for and glorified to the extent of paralleling his arrest and court appearance to Jesus Christ’s trial. Nsabimana, the FLN leader now sees the error of his ways, will Himbara redact or revise his praises now that Nsabimana confessed to terrorism?

Ugandan and Burundian intelligence services were not spared in Nsabimana’s confession. Nsabimana Callixte, Himbara’s hero, gave in his confession interesting details how Uganda and Burundian intelligence agencies supported him in his evil enterprise. David Himbara will not digest that Nsabimana spilled the beans and implicated his paymaster – Uganda’s CMI – and its boss, Gen. Kandiho.

“By the time of my arrest, our delegation was in the process of going back to Uganda to collect on the promise made by Chieftaincy of Military Intelligence” Nsabimana Callixte told the court.

David Himbara, the RNC Chief Liar, keeps shooting himself in the foot. He has just given us an insight as to how hard President Kagame works in a long article detailing the President’s foreign travels. To justify his pay, Himbara had to do more than simply enumerate the hard work, he tried to spin it as if one who works well abroad cannot be working at well home. Understandably, the President’s busy schedule is hard to grasp for the RNC Chief Liar does all almost his work online.

It is hard for him to understand how sober professional operate as he requires days to recover from his night adventures. It is sad to see how low Himbara has fallen in his quest to tarnish and smear Rwanda. His obsession is literally driving him mad to the point that he forgets that Rwanda is not run by a single person. It has a Prime Minister to coordinate government, Governors, civil servants, a parliament, a judiciary, etc. He also forgets, out of anger, that in the list he published of twenty-seven foreign trips only two might be considered as private, thus unintentionally marking them as efficient business trips.

Every time the President travels abroad, it upsets Himbara and his RNC crew. It is a cold reminder that the President is recognized at home and abroad, it is a vivid show of Rwanda moving on despite their best efforts to stop it. The President travels on behalf of Rwanda, his travel boost Rwanda’s image and are always in line with Rwandan interest.

Himbara’s paymasters wasted over $400,00 to lobby and tarnish the image of Rwanda specifically targeting the President of Rwanda abroad. Yet despite all their efforts, the President travels abroad and foreign dignitaries regularly visit Rwanda. These trips show how fruitless their constant smear campaigns are. Rwanda is still receiving invitations and hosting to world-class events.

I cannot resist but to attempt to answer two silly questions he poses in his article. To answer his first question of what has President Kagame done in the past five months, well, I can confidently say the he has not wasted his time writing nonsense and lies like David Himbara. On top of the 27 trips Himbara documented, I would also point to two important national events that Himbara extensively wrote about. These are the government retreat and the recent tour or Northern and western provinces, two unique interactions that Himbara conveniently forgets.

As to his second question on how the President runs Rwanda coming from someone who want to run down Rwanda, the answer is simple. Visit Rwanda or ask those who visit Rwanda. The results speak for themselves and lies from the RNC chief propagandist will not change anything.
