Chimpreports, a tabloid sponsored by the Ugandan Chieftaincy for military intelligence (CMI) and Molly Kamukama former Principal Private Secretary to Yoweri Museveni now State Minister for Economic Monitoring, has just published a twisted version of terrorists meeting Museveni at State House. The sponsored attack mouthpiece run by Giles Muhame would not leak anything from State House unless they were instructed to do so as part of their coordinated anti-Rwanda campaign. They offered their twisted version of Museveni’s meeting with Rwanda National Congress/Self-Worth Initiative members.

Chimpreport aka Cheap Reports wants us to believe that Museveni called for a meeting with the managers of SWI, an NGO created by CMI and Kayumba Nyamwasa’ RNC to act as a front for RNC activities. According to Muhame, Museveni’s meeting with SWI was to discuss the implementation of the Luanda MoU and specifically, Rwanda’s request that SWI activities be stopped, its organizers charged for terrorism. Instead, the sponsored mouthpiece offers us a theatrical account of a meeting at State House of Museveni, security officials, diplomats and SWI (RNC in disguise).

It is not the first time Museveni receives Rwandan terrorists at State House. Previously, in March 2019, his claim was that he accidentally met one Charlotte Mukankusi, RNC’s head of Diplomacy, with a delegation of senior RNC officials including Eugene Gasana. RNC and SWI have thus become familiar faces in the Ugandan State House. Chimpreport is right about the meeting taking place, but it is not reporting accurately the context and content of the meeting.

What happened at State House Uganda was a planning and strategy meeting between Senior Ugandan security officials, top diplomats and SWI/RNC representatives. The meeting was chaired by Yoweri Museveni and he gave them specific instruction to push RNC activities further undercover. Interestingly enough, this time Museveni will not be able to say he did not know who he met; in the Luanda MoU, Rwanda proved to the Ugandan delegation that SWI was RNC and receiving CMI’s help.

Chimpreport alludes to the instructions quoting Museveni addressing the need to stop the advocacy part. He was instructing them to continue their operations but to do so quietly. A source who managed to get the meeting resolution copy, revealed that Museveni gave them green light to mobilise and recruits militias across Uganda.

The weed-smoking anti-Rwanda propagandist David Himbara, is still aggressively pushing his RNC agenda with useless analysis of who does what in Rwanda. He is so aggressive that he forget, once again, to look at who does what in his terrorist movement and in his dysfunctional family. Weed Smoking Himbara hopes to that his childish commentaries will attract readers since people lost interest in his rubbish. He should write about his bizarre family, a quick look reveals a soap opera circus.

Divorced more than twice, fugitive Himbara had to run back to Canada with his tail between his legs to his first wife in Canada. He uses the excuse of doing something important to escape even the most basic parental duties. His reunion with Fazela Haniff (Himbara’s first wife) was bitter, he found his family in shambles. He escapes the harsh reality of finding his daughter an addict, anorexic, pregnant without a husband, his wife remarried, by writing pure fabrications on Rwanda and pretending it to be a political analyst.

Himbara does that. He escapes reality. He even changed his real name Murunganwa, after scoring the lowest possible grade in his end of Year high school. He then escaped and faked a name “Himbara” to get to University as he is currently faking the author badge to get some attention. He gets particularly excited with any news with a list of nominations, perhaps secretly hoping that his name will miraculously appear on the list. Isolated and destitute, Himbara should ask fellow disgraced terrorists for nomination decrees in RNC which is currently imploding with internal divisions.

Yet somehow, the RNC propagandist still finds time to publish fake analysis on Rwanda. The fraudster has even enlisted the help of a few nephews and that of his daughter; all in a parallel universe, drugged up and hoodwinked that their work somehow matters.

David Himbara, the Rwanda National Congress (RNC) Weed Smoking propagandist, is metamorphosing as a legal expert as part of his con. Himbara is a certifiable fraudster that pretends to be an expert in everything. Overnight, Himbara now offers “expert” advice and opinions on autopsies and investigation procedures on Kizito Mihigo’s suicide.

Himbara’s only knowledge of criminal procedures is limited to committing fraud like changing his name after failing high school to sneak himself to university. The RNC propagandist does not even understand the basic principle of an independent prosecution service, capable of initiating or terminating an investigation. Kizito Mihigo was convicted of terrorist crimes and released on presidential clemency; it is equally important to note that he committed suicide in police custody. Despite all these facts, the RNC sycophant fails to see the prosecution’s role in determining whether a criminal act occurred or not.

The Kampala regime sponsored propagandist also seem to have difficulty in reading, the prosecution received a report from the Rwandan Investigation Bureau (RIB) that included an autopsy report from the Rwanda Forensic Laboratory (RFL). He failed to distinguish an autopsy report and a report that contains an autopsy report. Himbara will not admit his ignorance of legal matters out of arrogance; instead, he fakes knowledge and “googles” the Greek etymology of autopsy.

His sponsors should ask him for a refund, Himbara’s drug habits have affected his brain. He is now unable to comprehend even a simple press release.

In March 2019, the President of Uganda published a letter he wrote to the President of Rwanda. In a deliberate breach of protocol and diplomatic etiquette, the letter first leaked to Ugandan media for circulation before it reached the recipient. The content of the letter shocked many and the peak of ridicule was reached:

• “I am writing to let you know that by accident, I, at last, had a meeting with a Rwandan who admitted to being a member of the group you told me about –Rwanda National Congress (RNC)”.

Museveni’s letter had just confessed an “accidental” meeting with a terrorist. He met Charlotte Mukankusi, the RNC Commissioner for Diplomacy and International Relations, and another senior RNC cadre, Eugene Gasana. Exactly how a head of state accidentally meets terrorist in his palace is still a mystery. The leakage of the letter between Heads of States is equally a mystery unless one considers that the true intent of the letter.

Museveni did not accidentally meet the RNC terrorists, far from that, he planned the meeting and only announced it to the world when he realized that the meeting was leaked. One month prior to the meeting, Charlotte Mukankusi had received a Ugandan passport (number A000199979). Obviously, she traveled to thank him for the valuable support he had just granted to the RNC terrorist organization.

With the Gatuna/Katuna border quadripartite summit, Uganda undertook to investigate RNC and other militia groups operating from Uganda. The investigation should not be too difficult; they obtain Ugandan passports and secure audiences with the head of state adding to mobilization, recruitment and training of militias plotting to strike terror on Rwandans.

#RNCinUganda is that settled, they yield more influence than most NGO’s and international organizations in Uganda. There are few accidental meeting in State Houses around the world, and even fewer public admissions –disguised as a letter– of such meetings.

Not so long ago, a story broke that a Rwanda terrorist was traveling on a Ugandan passport. Charlotte Mukankusi, the Rwandan National Congress (RNC) head of diplomacy, acquired a Ugandan passport to facilitate her travels as a terrorist envoy. She used the facility offered by the Ugandan government on February 11, 2019 to good use; she traveled to meet President Museveni on March 1, 2019.

When the news broke about the RNC terrorist passport, it revived interest in the numerous Ugandan passports issued to terrorist and international fugitives. Most Ugandan media recognized that corruption was the cause of Ugandan passports being sold to terrorists and criminals. In April 2018, the observer published a story on an Eritrean national Medhaine Yahdego Mered, labeled the world’s most wanted man for his notorious human trafficking racket, was traveling on a Ugandan passport. The Daily Monitor reported in August 2018 that Ronald Magala Ssematiko, a principal immigration officer, had been arrested by Military Intelligence (CMI) of the passport saga. It was reported that passports were sold to foreigners at $5000 apiece and up to $20,000.

Mukankusi’s case is different. The mere fact that the passport was used to travel to meet the President of Uganda made it clear that the passport was genuinely issued to her. Unlike other reported Ugandan passports issued to terrorist, Mukankusi case received a spirited defense from CMI’s sponsored media and trolls. They attacked the integrity of the leaked copy of Mukankunsi’s passport claiming it was a forgery. The copy of her passport No A000199979 was called “photoshopped” by Giles Muhames (Owner of Chimpreport), Fred Muvunyi (a hostile DW journalist), David Himbara (an RNC Propagandist) and a long list of other trolls all offered the same version. “Mukankusi’s passport is a forgery” was the official response.

Giles Muhames’ analysis was particularly in-depth detailing why and how the document was a forgery. The forgery turned out to be authentic, so authentic that the Ugandan Government canceled Passport No A000199979 issued to Charlotte Mukankusi on February 21, 2020. The only remaining question; Why issue her with a passport in the first place?

The Ugandan Police sponsored propaganda machinery edge-Uganda (www.edge.ug ) accidentally highlights how efficient the Rwandan judiciary and security sector is. Edge, a media outlet operated by Rogers Atukunda and funded by the Ugandan Police, claims that Rwanda is holding three Ugandan businessmen. They claim the businessmen were crossing the border to visit their relatives in Nyagatare district. The businessmen in questions are Bosco Nkwasiibwe, Dauliano Orikurungi, and Siliaco Orishaba. What edge forgets to mention is that the three businessmen were arrested on the 21st of February 2020 and released and went back to Uganda on the 23rd of February 2020.

Hostile sponsored media from Uganda are so used to the unprofessional conduct of their paymasters that they assume other security agencies behave like them. For almost three years, Ugandan security services have been arbitrarily detaining incommunicado hundreds of innocent Rwandans in “safe houses” where they endure torture, and even death in some cases.

Bosco Nkwasiibwe, Dauliano Orikurungi and Siliaco Orishaba were treated professionally, Rwandan authorities conducted expeditious and thorough investigations. Their treatment should actually be an example to the Ugandan Police and other security agencies in Uganda like CMI and ISO. Suspects should either be charged or released.

Edge, by highlighting the three Ugandan businessmen case, captures exactly what Rwandans have been asking for, assuming rule of law still matters in Uganda; charge suspects in courts of law or release them. But this remains alien to Ugandan judiciary.

RNC Uganda Province Commissioner in Charge of Communication and Media, Gideon Rukundo Rugali, blunders in his attempt to exploit Kizito Mihigo’s funeral. The glorified RNC propagandist and liar in chief on Facebook is so desperate for a headline that he makes a list of false claims about a public event.

There are pictures and videos of the funeral service that show pallbearers that are clearly not presidential guards. The funeral was attended by his family and friends and some of his fans. Rugali should look at his fellow CMI sponsored propagandist video, Softpower (Sarah Kagingo’s CMI media outlet) clearly shows a public funeral with fans holding their mobile phones and taking pictures.

Despite the plea from Kizito Mihigo’s family, the conflicted Rugali and fellow RNC propagandists continue their shameful exploitation of a tragedy. They hope that by doing so, they will divert attention from the fact that Uganda has been given one month to clear its land of RNC militias in order to normalize relations with Rwanda.

The cheap RNC-NRM troll, polygamous and jobless Gideon Rugali should be more concerned about his own faith. In 2003, Rugali fled from Uganda to Rwanda after the Ugandan Chieftaincy of Military Intelligence (CMI) hunted him down for supplying medicine to a rebel group in Uganda – the Popular Resistance Army (PRA). It took the intervention of the then Minister of Internal Affairs, current Prime Minister, Dr. Ruhakama Rugunda, to get Gideon Rukundo to turn himself in before he was mysteriously cleared. He has since then been working under the supervision of Elly Tumwine, the Uganda Minister of Security, and the Uganda police DIGP Sabiiti Muzeyi. He was fired from Mulango Hospital for insubordination and misconduct by Doctor Diane Twine, the Permanent Secretary in Ministry of Health, and now relies on his online job to feed his polygamous family.

Ugandan is losing about $ 300 Million, eventually, it will turn on him and hunt him down again as they did in 2003. The difference is that this time, he will not be fleeing to Rwanda. He should pack his bags and get ready for a cold betrayal; his RNC militia is simply not worth the cost to Uganda.

An online faux petition based on rumors and fabrication surrounding the Kizito Mihigo’s suicide death is currently circulating. It was designed by one Sarah Kagingo, a Ugandan Military Intelligence (CMI) media operative and a Rwandan National Congress (RNC) propagandist David Himbara.

Kagingo, who had established links with CMI and the Uganda President’s brother Salim Saleh, receives funds to orchestrate all anti-Rwanda online propaganda. She is not only sponsored by CMI and Salim Saleh —whom she is known to have an affair with— to operate her “Softpower” online attack media but she is also tasked with distributing CMI funds to others media outlets like Chimpreport, CommandPost, Spyreports, eyalamaNews, the Investigator and Mulengera amongst others.

Kizito Mihigo was convicted for plotting overthrow the government, he pled guilty and asked for forgiveness. It a crucial fact that Sarah Kagingo and David Himbara omit to say in their petition. Mihigo had said he recognized his error, asked for forgiveness and received a Presidential pardon, something that thousands of prisoners dream to be given. Mihigo was unfortunately not genuine in his plea for pardon as he would later be caught trying to flee the country via an illegal crossing to join anti-Rwandan armed militias in Burundi.

The President had granted clemency to Kizito Mihigo after 4 years on his 10 years sentence. To suspect foul play against a government who pardoned someone involved in a conspiracy against it is cynical. When Kizito was arrested trying to illegally cross the border to Burundi, he sank into depression as he knew what he had just done. He had violated the terms of his pardon and was caught betraying his country for the second time. He knew the prospect of obtaining a second pardon would be very slim.

RNC terrorists had exploited him before, they caressed his ego with promises of fame in exchange for his help in toppling the Rwandan government. Through out his trial and while he served his sentence, David Himbara exploited him in his anti-Rwanda campaign despite the fact that Kizito had pleaded guilty. On his release, it is now obvious that they continued their exploitation with more promises if he skipped his clemency terms and crossed to Burundi.

With Kagingo’s support through various outlets like Softpower, Chimpreport, etc…, Himbara pressed on calling Rwanda an open prison when Mihigo was arrested. However, he changed his tune with the suicide. It was only after it that Himbara began to refer to him as “son” and launched an online petition. Kagingo and Himbara who had not bothered to petition for his release, are now exploiting his postmortem with fake petitions.

While Kizito Mihigo’s Family pleaded to be left to grieve in peace, and specifically called for an end these propagandists’ exploitation of the tragic death, Kagingo and Himbara simply ignored his family request. They went on with their despicable exploitation with fake pictures, audio recordings and fake testimonies, to support their conspiracy theories. To reach their goal, they even went as far as attributing the National anthem composition to their “project”.

Saddly, Kizito Mihigo is just a “project” to them one that can be used to defame and denigrate Rwanda and its leaders who had forgiven Mihigo for his betrayal.

It took pressure and undeniable proof for Uganda to do the right thing with regards to a passport they issued to Charlotte Mukankunsi, the Rwandan National Congress (RNC) terrorist organization Commissioner in Charge Of Diplomacy.

She was received by President Museveni on the 1st of March 2019 along with other RNC officials like Eugene Gasana. Their meeting prompted a letter By Museveni explaining that he met them “Accidentally”. Charlotte Mukankusi had been issued with a Uganda passport No A000199979 one month prior to the Museveni meeting.

Uganda had vehemently denied the claim that Charlotte Mukankusi had been issued a passport. Through their hostile CMI sponsored media outlets like Chimpreport, they claimed the passport was a forgery.

The cancellation of that passport was one of the demand made in the previous Ad Hoc MoU commission. Media sources and Rwandan officials confirm that Mukankusi’s passport was cancelled yesterday, February 20th of 2020.

By cancelling the passport, Uganda is taking responsibility for the material support it had offered the terrorist group. It should go further and dismantle the entire RNC structure mounted in Uganda. They had not just offered RNC a passport, RNC had received much more. For example, RNC in Uganda was allowed to register a fake NGO – Self-Worth Initiative (SWI) – to funnel terrorist funds. The founders of the NGO, Sulah Nuwamanya and Prossy Bonaabana, should be arrested and extradited for terrorism.

RNC Uganda has a known and established structure called “RNC Uganda Province”, cancelling a passport when all these terrorist below are still allowed to operate freely in Uganda makes no sense.

Uganda should take responsibility for RNC activities in Uganda; dismantle and disband RNC

If you have ever had the displeasure of encountering a street con, hustling you to buy his product, you will quickly realize the similarities with Himbara, the weed smoking Rwanda National Congress propagandist.

They take sweet tablets and sell them off as vitamins with miraculous pharmaceutical properties. Con artist will try to sell you apples as oranges and vice versa, and in the process, they will attempt to confuse you failing to convince you.

Fugitive Himbara does just that, he attempts to confuse his readers for lack of a convincing argument. A closer look at his recent post on Offshore Banking exposed him for the fraudster that he truly is. He claims foreign aid to Rwanda is diverted to offshore accounts and then throws in a suicide that he labels as an assassination. The “mélange” is a classic case of confusing to convince.

Unable to read a table, Himbara completely misses the point of a research paper on foreign aid and offshore banking. It is public knowledge that Himbara faked his academic credentials yet the table is clear with two columns of “haven” and “non-haven” deposits. Only Himbara would add both, but he does so simply to obtain a higher number for his headline.

The table, from the research paper, presents data that actually paints a very different picture on Rwanda than the one Himbara is trying to create. Rwanda, in the table, has the fourth lowest rate of “haven deposits” growth with 0.06% and the lowest “non-haven deposit” at -1%. But most importantly, the figures in the table represent data from 1990 to 2010!

The classification as haven and non-haven deposit locations is very controversial. What the European Union considers a haven deposit location will be different from what the US, UK, Russia or South Africa considers being haven deposit locations. Crucially, the paper lists Belgium as a safe haven location.

Listing Belgium automatically skewed data for Rwanda. Belgium is the former colonial power of Rwanda and for that historic reason alone; Rwanda finds itself with a higher reported “haven deposit” figure. The fact that all transactions, since 1990, with its former colonial power automatically became black listed as a “haven” transaction should have prompted the researchers to clarify the anomaly.

Furthermore, the researchers fail to consider that in 1994, after the Genocide against Tutsi and the liberation of Rwanda, two key factors had to be considered. Firstly, the Genocidal regime fell and left looting everything in the central bank, hiding their proceeds in “haven” deposits. Secondly, Rwanda had to reconstruct everything including its banking sector. The requirement for development partners to initially operate from Offshore’s location cannot be considered as an indication of foreign aid diversion. A post-conflict country, either in terms of foreign aid received or in terms of legitimate use of offshore banking, cannot be captured in a mere table without adequate explanatory notes.

Our convinced or confused propagandist does more than misrepresenting facts by adding a subtraction. David Himbara decides to secure his sale by adding the suicide of a gospel artiste gone rogue in the mix. The idea is to throw as much mud as possible, hoping that some will stick, impresses his bankroller and smile his way to the bank.

The RNC propagandist behaves like the street hustle selling fake pills, desperately yapping that his pills will cure cancer, HIV/AIDS, diabetes, impotence and skin diseases.
