After the Ugandan Intelligence (CMI/ISO) sponsored trolls and media outlets extensively exploited the suicide of Kizito Mihigo, the idiotic Burundi Intelligence Service (SNR) joined their exercise in milking the suicide. Unlike their Ugandan counterparts, Burundi’s SNR does not even bother with hiding behind anonymous accounts. They operate their attacks directly with Alfred Innocent Museremu, SNR’s operation and strategic planning director. Using his personal account, he launches a vicious slanderous attack using Mihigo as ammunition.

Alfred Museremu joined CNDD-FDD in 2003 and rose to OPC2 (equivalent to Lieutenant Colonel) in the integrated Police with Matricule OPN 0925. He was rewarded for his crimes in 2015 when he opted to shoot and kill protestors with a detachment to the SNR in December 2017. He had tarnished his name beyond repair in the traffic police department with his crimes caught in a number of pictures. He earned a sarcastic nickname “the traffic police Rambo” always on edge to shoot something. As a reward and with nothing to lose, he was dispatched to the SNR as an advisor in charge of security questions in December 2017 and later promoted as the operation and strategic planning director in December 2019.

The list of his crimes reads like a horror script. In 2015, Museremu shot protestors with live bullets when he was the head of the traffic police department, it was captured by a brave photojournalist. For the protestors caught alive by Museremu, he subjected them to all manner of cruel torture. He enjoyed torture so much that he would go out of his way to visit police stations hunting for any protestor caught alive to torture. All along, Museremu tried to evacuate his family from Burundi.

At the height of the crisis, Museremu tried to evacuate his three children and his mother Pauline NDAYISENGA. Separated with his wife who was tired of being his punching bag, Diane Kelly NIRAGIRA, it took him numerous attempts to secure the evacuation of his children as his wife bravely opposed it at any border crossing including the airport. Eventually, he bullied her into submission and she let her children go to Uganda, away from the carnage their father was about to commit.

On the night of 13/05/2015, he participated in the destruction of three private media houses (RPA, Renaissance and Bonesha). They poured fuel to the buildings and set them ablaze to silence independent media in Burundi. He is violent by all accounts, a psychopath known to pull his victims’ nails with tweezers. In 2018, he abducted a young girl by the name Arielle Sabushimike at the entrance of the Institut Française in Bujumbura. She was released a week later under pressure of social media and human rights activists but is still too traumatized to talk about her ordeal.

The suicide of Kizito Mihigo means absolutely nothing to Museremu other than an occasion to utter his genocidal rhetoric. His SNR office is a known slaughter and torture center, the illusion that such a person would care for anything other than his genocidal agenda from such an office is ludicrous. The regime he works for is so comfortable with genocide ideology that he doesn’t even bother hiding his identity. On the contrary, Museremu hopes to be noticed and admired for his bigotry, he speculates it will earn him a promotion as his “bones crashing” habit has.

A fake controversy about off-shore banking and foreign aid is being pushed by the usual suspects, an established neo-colonialists group angered by the Rwandan success model. The self-publishing fraud, almost always high on weed, David Himbara is at the forefront of this fabrication, desperately attempting to provoke controversy. As part of his routine work, he is propagating a fallacy designed to denigrate and disparage.

In his obscure anti-Rwanda narrative, he produces a World Bank report that attempts to link three different concepts: foreign aid, off-shore banking, and tax haven banking. Truth be told, these concepts are so far apart and should not have been mixed together. The Economist, on the 13th of February 2020, reported on the paper which tried to mix apples and oranges. It elaborated on how the research initially began as a private paper that ended up receiving the World Bank stamp by its Chief Economist Penny Goldberg. Goldberg, conspicuously, quickly left the World Bank to return to Yale University barely 15 months after her World Bank appointment.

Offshore banking is basically banking outside your residential jurisdiction. There are many valid and legal reasons for the practice, but the generally negative perception is that offshore banking is a preserve for the elite, hiding their wealth from the taxman. The paper’s innuendo is that foreign aid is diverted to Offshore Banks simply because nationals and residents of aid receiving countries bank outside their jurisdiction is false and denigrating.

Contractors, expats, investors, and many others use Offshore Banking on a regular and legal basis. The World Bank paper, Elite Capture of Foreign Aid, covers the period of 1990 to 2010, and the Bank is clear:
“The leaks averaged about 5% of the bank’s aid to these countries.”
“And the 5% of “leaks” might include some innocent money, earned by aid contractors who just happen to prefer offshore havens to other financial centres.”

With the case of Rwanda, in 1994 the genocidal regime emptied the central bank and ran away with their loots. In the reconstruction effort, Rwanda received significant aid and grants from various development partners. For fugitive Himbara and other anti-Rwanda lobbyists to insinuate that the use of Offshore Banking is an indication of corruption or other illegal practices is done out of ignorance.

On Rwanda, the Elite Capture of Foreign Aid paper contains several other distortions such as its estimated quarterly growth rate. It estimates the quarterly GDP growth rate at 1.0%, when in reality the figure floats between 8 and 12%. The numerous omissions can only be the classic case of researching to prove a point as opposed to research to discover knowledge.

It is what widely referred to as an inductive fallacy or a generalization, whereby a conclusion is drawn for little of no evidence.

The RNC propagandist Himbara thinks that deposits in offshore banking are President Kagame’s money; on the contrary these deposits in the havens and non-havens represent all individuals and cooperation hailing from Rwanda.

When the deal is too good, think twice. Someone is trying slither out of the Luanda Agreement. Well, the indications are getting overwhelming. All signs are there for those with eyes, like symptoms of flu. As the date for the Fourth Quadripartite meeting approaches, the voices of evil are reaching a crescendo. Except that those voices are not random, they bear official credentials.

The strategy of the Museveni sponsored anti-Rwanda propaganda campaign has been to throwback, without evidence, all accusations leveled against Uganda, with compelling evidence, by Rwanda. Some of the projected accusations channeled through their media propaganda tools are so juvenile you wonder why a government should waste resources on futile efforts.

After the miserable failure to spin out of context the death of Kizito Mihigo where the CMI propaganda foxhounds mobilised all their resources to dispute the Rwanda National Police statement, another equally malicious narrative is showing its head, and as it looks, they intend to dangle it out for the longest time and with a lot of intensity, so that they may eke out a justification for not going through with normalising relations between Rwanda and Uganda.

The latest on the anti-Rwanda propaganda menu, after the Kizito Mihigo ‘foul play’ narrative crashed on take-off, is the ‘Rwandan sponsored rebels’ narrative. The new propaganda storyline adopted as usual by the Uganda state house anti-Rwanda propaganda factory, bankrolled through Uganda’s Chieftaincy of Military Intelligence (CMI), is that Rwanda is sending ‘armed groups’ to destabilise Uganda. As is their usual modus operandi, they are even going to great lengths to stage-manage ‘arrest of Rwandans’ on Ugandan soil with arms suggesting a major military operation to harm Uganda.

It is not a coincidence that just yesterday, Uganda handed over 13 Rwandans who have been in its custody, and squeezed in two individuals who were part of the Kinigi attack at the beginning of October last year. You should see the explanation given about these, knowing fully well that they have all along been denying the fact that the attackers came from Uganda and those who survived the RDF response went back there and received protection from UPDF. But the accompanying note only said that the two presented themselves to UPDF with their guns! And they waited all this long to hand them over alongside the innocent Rwandans they have been holding and torturing. The question is, why only two of them? And why not handing in the arms, bullets and grenades they crossed with?

Well, as far as the propaganda about ‘armed rebels’ from Rwanda is concerned, it should be seen in the context of creating a narrative that would make Uganda be seen as a victim, and therefore raise its status in the negotiation for the normalisation of relations. We need to understand that Uganda’s ill-advised support to RNC and allied terror outfits like FDLR, RUDI-Urunana, FNL and others has not only torn its already not-so-good image to shreds, but also the consequences have significantly destabilized its economy, not to mention messing with the upcoming general elections.

“4 RWANDESE ARRESTED WITH BOMBS, BULLETS IN UGANDA,” screamed one of the most vicious Museveni’s statehouse sponsored propaganda media outlets, Spyreports. We never saw this headline when the remnants of the Kinigi attack ran to the UPDF with their guns. It was kept under wraps. Instead, the attackers were accorded protection and sheltered to be used for another day. These are the same ‘rebels’ being ‘arrested’ and paraded before media as part of a grand scheme to offer a counter narrative. The two who were handed over yesterday along the 13 are mere pawns in the scheme, they sacrificed them as a way of deflecting attention away from their deliberately orchestrated mischief. The alleged infiltration of armed rebels sent by Rwanda is a hoax.

Experience has shown that whenever you read news and it is broken by the notorious Spyreports, Chimreports, Softpower, UCC’s Obed Katureebe alias Robert Patrick Fati Gakwerere, Titus Seruga, the RNC trio of Sulah Nuwamanya, Prossy Bonabana and disgraced doctor Gideon Rukundo Rugari, you have to take the news with a pinch of salt, because its 100 percent propaganda fed to them by CMI, cleared by Museveni’s statehouse.

Let us face it, the Uganda propagandists are not very smart liars. Let us dissect, for instance, the ‘rebels’ ‘breaking news’ story by Spyreports, amplified by the CMI propaganda fraternity. Let us begin with the identities of the ‘Rwandese arrested:’ “The four identified as Mbabazi Turaneza 35years, Jastine Mangumba 33 years, Senga Yunga Johncrut 38years, and Natayenga Johnson 34 years old all Rwandese nationals…” first and foremost, these are not Rwandan names, second, the story contradicts itself thus: “police received a tip from informants that 4 people aboard the taxi were looking suspicious as their identities were not clear….” Now, think about this, the tip off was precise about the number of suspicious people, isn’t this suspicious in itself? Also, this implies that in Uganda, people have to produce their identities before boarding a public transport taxi. Another thing is, if their identities were suspicious, how come they published their names and age? The entire tall-tale reeks of a theatrical campaign that is poorly produced and executed. The plot died right from the script writing.

AIP Nelson Okot, who is said to have led ‘the operation,’ is quoted by Spyreports saying: “They were also not clear of where they were and where they were going….” Who sends rebels for an important mission, loaded with ammunition to another country without a specific target and location of the target? This is all childish malice, to put it lightly. As they conclude, Spyreports could not resist to betray cause of all this drama – you guessed right, the border issue. “This comes at a time when there is bad blood between Uganda and Rwanda after the Rwandan authorities closed its two common border posts of Katuna in Kabale and Cyanika in Kisoro.”

There is no doubt that the Ugandan authorities are willing to undress in public if this would make Rwanda open the border and also stop embarrassing them with evidence of their unneighbourly tendencies. The problem is that instead of sticking to the implementation of the Luanda MoU to implement the remedies it has prescribed, they are busy trying to sabotage and frustrate the process with unnecessary side-shows.

In an astonishing press conference, the Ugandan Minister of foreign affairs announced the release of 13 Rwandans from Ugandan custody. The release which he described as a gesture of “goodwill” causes more questions amongst those who carefully follow the Rwanda-Uganda crisis. The announcement, although a positive step, confirms the need for real, genuine political will from the Ugandan side.

At the beginning, the announcement was widely seen as a positive step but quickly turned into a case of the bizarre and weird. According to press statement, categories of the released were as follows:

A. Those who were deported for espionage and security related offences in 2019, came back in to Uganda and were rearrested.
B. Spouses of the deportees in Category A
C. Suspected of involvement in criminal activity and repeated offenders
D. Those under trial in General Court Martial for illegal possession of firearms.

The anomaly of these categories are simple and straightforward. With category B, Uganda makes a mind blowing revelation; criminal responsibility is extended to spouses and worst of all lists the wife of one Rene Rutangugira who was deported back over a month ago in January 2019. Question, what happens to their children since their parents are now deported. Calling the extension of criminal responsibility to spouse “goodwill” is also incomprehensible!

Moreover, the fact that these innocents Rwandans had not been charged in courtroom, that they had been held in undisclosed locations without access to legal or consular visits for years is a gross violation of their rights. Their release is not called goodwill, it should be called a rectification of a gross injustice.

However, this is what Rwandans have been saying and asking for; charge them or released them, don’t just hold incommunicado Rwandans for no valid reason. Perhaps the most shocking category, after the spouses category, is category D of those facing court martial for firearms possession.

Category D revealed two names, Kabayija Seleman and Nzabonimpa Fidel. Both, confessed RUD-Urunana terrorist militias retreated to Uganda after an attacks on Rwandan soil in October 2019 in Kinigi, killing 14 innocents civilians. They retreated to Uganda as their fallback plan and received the Ugandan regime protection. It is only after the Rwandan government protested and provided irrefutable proof that the goodwill gesture of handing them back to Rwanda occurs.

One really wondered further about the level of political goodwill when the Ugandan Minister casually announced that there maybe 36 or so other Rwandans still detained. It begs the question, what exactly is the Ugandan regime waiting for to release all innocents Rwandans? Are these innocent lives being held as hostages or bargaining chips?

The timing of the announcement coincided with an article from the New-Vision that claimed two Rwandans that were transferred to Butarika Hospital for mental breakdowns suffered as a consequence of torture in CMI dungeons. One cannot help but ask why Uganda requires such tremendous pressure to simply do the right thing.

If a Rwandan, or a Ugandan for that matter, commits a crime, charge them. While arrested, afford them basic rights under international law. They should be given the right to visit from families and consular services, they should be detained in a gazetted location and protected from torture.

Contrary to what the Ugandan Minister said, with the such basic rights repeatedly violated, it is clear that a deliberate targeting of Rwandans occurred in Uganda. And were it not for the pressure Uganda faced, the “goodwill gestures” would not be happening given that no valid justification has been given for the gross violations suffered by hundreds of innocents Rwandans.

The weed smoking RNC propagandist David Himbara just heard of about Kizito Mihigo’s suicide death. He realized that he completely forgot about a fellow RNC member and quickly decided to post an eulogy, to cash-in on a tragedy he helped create.

For those who follow David Himbara’s writing, the fact that since September 2018 when Kizito Mihigo was paroled Himbara had not mentioned his name once on his blogs is conspicuous. Released with Genocide revisionist Victoire Ingabire, Kizito was not worth Himbara’s medium front pages and mentions as it lacked a propaganda factor.

The weed smoker preferred to focus on a more news worthy source of sensational drama even when Kizito Mihigo faced arrest when he tried to illegally sneak out thus violating his parole. At that point, Himbara’s silence became suspicious.

Kizito Mihigo was a convicted RNC member, a terrorist organization that both Himbara and his longtime ally and friend Kayumba Nyamwasa belong to. Mihigo asked for pardon, received it, thanked the President and kept a low profile for a year and a half. He then surprised many with his botched attempt to illegally cross to Burundi, an RNC members’ sanctuary.

All along, Himbara constantly populated his hostile blogs with smear and fabrications. He regularly used Victoire Ingabire as a subject in his attacks and kept her in the limelight. Himbara, however, carefully stayed away from mentioning Kizito as he does for his brother Tom Byabagamba.

Could it be that Himbara kept quiet about Kizito Mihigo to assist him in an eventual escape to join RNC in Burundi? The fact that even when he was arrested Himbara kept quiet suggests so. The failure was too much to bear for the young man lured by the prospect of fame and glory, he committed suicide. Dead and of no further use for the terrorist organization, Himbara finally writes about him with an eulogy so short that he had to mention others in to populate his paragraphs.

It does remind me of another similar case, one of Ben Rutabana. One would have to cut Himbara’s hand to get him to write about Rutabana, a fellow RNC member. As the world wonders what happened to Ben Rutabana in Uganda and the involvement of terrorist RNC leader Nyamwasa in Rutabana’s disappearance, Himbara is silent. He, the loudest mouthpiece of hateful propaganda, will not even mention his name. Yet we can be certain that a half-baked eulogy has already been drafted to be issued once Rutabana’s status is worth exploiting.

It’s a trademark of anti-Rwanda propagandist; like vultures, they hover around looking for a corpse to feed on. The difference is that Himbara and his crew will kill or organize a kill to ink their hateful pens for their own satisfaction. Kizito Mihigo’s death should be a warning to RNC members; they will use you and drive you to your death, and then exploit your death too.

The CMI anti-Rwanda bark dogs are suddenly a hive of activity. It is all-systems-go as the entire CMI anti-Rwanda blogosphere is suddenly abuzz, all competing for the Museveni award for best conspiracy theory surrounding the death of Kizito Mihigo.

Kizito, who, the Rwanda National Police, through a media statement this morning, stated that the singer committed suicide in his cell at the Remera Metropolitan Police Station; he had been in detention for three days after he was arrested on February 13 in the midst of an attempt to flee to Burundi through illegal cross border route.

It is not surprising that the CMI anti Rwanda attack dogs are alleging foul play, what is shocking is the way they are trying to deliberately concoct extremely malicious theories to lend credence to their cynical allegations of malevolence on the part of the Rwanda security institutions. With their imaginations set in overdrive, the gang of evil is refuting the Rwanda National Police version of events, and instead presenting their own cooked up narrative, that fits their malicious spin.

Like a group of vultures swarming on a carcass (pun intended), the foremost CMI paid gang of Obed Katureebe alias Robert Patrick Fati Gakwerere, Sulah Nuwamanya, Titus Seruga, Prossy Bonabaana, Spyreports, Commandpost, Gideon Rukundo Rugali and others are posting ridiculous tales, in what manifests the sentiments of their masters concerning the death of Kizito Mihigo. The frantic interest in Kizito’s death by the CMI funded RNC executives and their CMI hired sympathisers in Uganda more than anything else, sheds light on why the deceased was so eager to abuse the Presidential benevolence and flee to Burundi, another RNC operations base.

Kizito Mihigo, who has been enjoying his freedom in Rwanda courtesy of a Presidential pardon that cut short his 10-year sentence, did not only violate the conditions for a Presidential pardon, he was also being investigated for use of illegal routes and attempting to bribe people to facilitate his passage into Burundi.

Mihigo was in February 2015 convicted to 10 years in prison after he pleaded guilty to crimes including conspiracy to murder President Paul Kagame and other top leaders of the country.

According to the Police media statement, he committed suicide two days after his family and lawyer visited him in police custody. Commentators suggest that Kizito may actually have had an underlying mental problem that led him to make numerous bad choices in life.

The RNC weed-smoking propagandist, David Himbara, desperate to drive a wedge and sow division and hatred resorts to a common propagandist tactic, misquotes. Glued to his iPhone, he is following every second of the 2020 Rwanda’s National Leadership Retreat to extract as much information as he can for his Anti-Rwanda campaign. Brazing the cold Toronto weather, Himbara probably misses the warm weather in Rwanda and might even be daydreaming, reminiscing of the days he worked for the government.

Fugitive Himbara stopped teaching, he claimed it was no longer safe for him to do. In reality, he could not combine teaching with his anti-Rwanda propagandist now a full-time job sponsored by Rujugiro (aka Anklebeeps) and the Ugandan regime. His obsession with what happens in Rwanda and specifically what happens in the Rwandan government can only mean Himbara misses being part of the winning team.

He shortchanged himself with his betrayal and treachery. As Rwanda shines by holding itself to high standards, his sponsors are reputed for their complete lack of morals and standards. A retreat of Himbara’s partners and allies would be comprised of the most corrupted faces the world has ever seen, terrorists accused of crimes against humanities, and genocidal militias. He truly must be missing doing something productive.

The Ugandan regime seems to be shifting policies to stop the economic hemorrhage resulting from their persecution of innocent Rwandans. Himbara should advise his RNC, FDLR, RUD-Urunana, and FLN terror groups to hold a retreat too; they may discuss recent events and decide where their next hideout will be.

The 3rd meeting of the Luanda MoU began with shocking revelations, Uganda’s hypocrisy was exposed for all to see. Olivier Nduhungirehe, heading the Rwandan delegation, presented evidence on how Uganda says something and yet does the complete opposite. It be Uganda’s support for terrorist groups or the illegal detention of hundreds of Rwandans, the Rwandan delegation’s opening remarks set the tone; Uganda has a mountain of explanations to deliver.

“In continuation of the mobilization of anti-Rwanda armed groups CMI facilitated on 2nd February 2020, the very day of the quadripartite summit in Luanda, a two-day meeting between the members of the RNC and RUD-Urunana terrorist organizations which were held in Mbarara, the meeting was attended by among others captain Nshimiye aka Governor, Col Rugema Emmanuel and Col Sam, all representing RUD-URunana while deserter Lt Frank Mushaija, Major Ntare, Captain Frank Mugisha aka Sunday, Jean Marie Vianney Turabumukiza and Major Robert Higiro represented RNC, CMI dispatched vehicles that took Col Rugema and his delegation from Kisoro to Mbarara from the meeting, the purpose of this meeting was to forge plans to start a new RNC-RUB rebellion and intensify mobilization activities.”, said the head of delegation of the Rwandan party to the Ad Hoc commission.

In other words, while the region convened a meeting for President Museveni and President Kagame, the Uganda Chieftancy for Military Intelligence (CMI) was busy organizing a summit of terrorist in Mbarara Uganda. There were even more shocking revelations;

• Charlote Mukankunsi, commissioner in charge of diplomacy in the RNC terrorist organization visited again Uganda in January 2020 in RNC mission to meet top officials of the government of Uganda
• RNC Uganda province led by Pator Deo Nyirgira and Dr Sam Ruvuma continued its activities including recruitment recruiting mobilization fundraising forming new cells and committees in various parts of Uganda especially in Kyangwale and Nyakivala refugee camps as well as Mityana
• Captain Nshimiye aka GOVERNOR who coordinated Kinigi terror attack in the night of 3rd-4th October 2019 is still under the protection of Uganda security organs and is handled by minister of state Philemon Mateke , he freely frequents Kyangwale refugee camp where dome of their combatants and dependents are located. Nshimiye regulary travels to Kisoro to visit his wife and to meet minister mateke for briefings. In the same vein Nzabonimana Fidel, Kabayiza Seleman and Mugwaneza Eric RUD Urunana operatives who participated in the KINIGI attack and reported to Ugandan authorities on 12 October 2019 are still protected by Ugandan security organs from facing justice in Rwanda.

These compelling points show beyond a reasonable doubt that Uganda has not honored the Luanda MoU to normalize relations.

Sulah Nuwamanya Wakabirigi, the heartless terrorist that abandoned his four children and his wife to join a terrorist organization, is a congenital liar. Hoping to draw some form of moral equivalence for the treatment his sponsors, the Ugandan Chieftaincy of Military Intelligence (CMI), gives to innocents Rwandans; he distorts key facts about the deportation of a Ugandan.

Mr Ivan Peter Egessa, a Ugandan National was deported by Rwandan immigration and handed over to Ugandan Immigration at Mirama Hills ( see deportations order below with the Ugandan immigration stamp). Moreover, Mr Egessa’s case shows how a legal deportation is carried out unlike the ritual dumping that Rwandans suffer for Ugandan officials.

Nuwamanya lies further by stating that Mr Egessa was an “unwanted person” when the Rwandan Immigration declared him a “prohibited” immigrant. (See articles below)

Lastly, as Sulah Nuwamanya seems to be determined to delve in immigration matter, perhaps he can clarify a few points regarding innocents Rwandans held by CMI:

• How many more coffins should Rwanda expect under the cover of darkness?
• When will Ugandan authorities officially notify Rwanda of the death of Emmanuel Magezi?
• How many have they sent for psychiatric treatment as a result of the brutal CMI torture?
• And finally, how many have they secretly buried?

As he masquerades as a human rights activist, the CMI sponsored online noisemaker will not answer any of the questions above. The reason is simple, he cannot bite the hand that feeds him. Unfortunately for him, however, his rubbish article on immigration matters highlights the cruel and criminal manner in which Rwandans are treated.

If the hundreds of innocents Rwandans were given Egessa’s treatment (dealt with legally and humanely), the Uganda-Rwanda border would probably be opened; something which his sponsors pray for frivolously.

Weed smoking David Himbara, the Rwanda National Congress (RNC) propagandist, is not happy about Rwanda’s positive image despite his campaign to tarnish Rwanda at all cost. He is bitter that Rwanda actively promotes its image and that even Rwandans are being recognized as influential on the continent and the globe at large. Weed smoking Himbara knows that Rwanda’s success is an indictment that his campaign has failed. Himbara and his terrorist group, the Rwanda National Congress, can only observe the fruits of hard work and determination.

Rwanda is a success story. Although this statement will anger Himbara and his crew, it is a fact and a direct result of good ethics instilled by its leader’s example. One might think Himbara is ranting about a simple advertorial and most influential personalities list but in reality, he is angered by anything positive from Rwanda. He was convinced, with his RNC terrorists, that they made Rwanda work and that their takeover would be easy. When that failed, they resorted to throwing grenades, and then they graduated to forming an armed militia.
