Ignace Nkaka, best known as La Forge Fils Bazeye, and Lt Col Jean-Pierre Nsekanabo, Former FDLR spokesperson and Head of the Intelligence respectively, were arrested in December 2018 by DR Congo authorities, at the Uganda – DR Congo border in Bunagana as they returned from Uganda. Upon extradition to Rwanda by the DR Congo Government, the two were held in custody in Rwanda, where they made damning revelations that exposed the depth of Uganda’s involvement in the protracted scheme of destabilizing Rwanda.

It turned out that before their arrest, the FDLR duo had been to Uganda at the invitation of the Ugandan leadership to discuss and agree on a collaboration pact, where Uganda would provide all necessary facilitation for FDLR, RNC, FNL and RUD-Urunana terror groups to carry out armed attacks on Rwandan people and public installations. The meeting was held on 15, December 2018 at Serena Hotel Kampala. Their designated contact person was 76 year-old Philemon Mateke, Uganda’s state minister for regional cooperation.

Museveni’s choice of Philemon Mateke as the coordinator of the anti-Rwanda destabilization plan was not a coincidence. According to those who know him, Mateke is motivated by a deep-seated anti-Tutsi ideology. Mateke’s boss Museveni based on this to appoint him to his cabinet, as the minister in charge of regional cooperation. In reality, ‘regional cooperation’ was Museveni’s subtle camouflage for the docket of coordinating the Rwanda destabilization project. It’s a very striking irony that a minister of the government of Uganda charged with regional cooperation and diplomacy is working precisely to blow up the region. Mateke’s appointment was part of Museveni’s longstanding ambitions of “regime change in Kigali”, which saw him covertly work with disgraced Rwandan officials like Kayumba Nyamwasa and Patrick Karegeya.

Upon appointment, Mateke hit the ground running. In spite of vehement denials and diversionary statements, the Ugandan Minister of ‘regional cooperation’ is accused of being behind the October attacks by armed groups in Musanze and Burera districts in Northern Province on the night of 3rd leading to 4th October 2019. Selemani Kabayija, who was the deputy commander of the Kinigi attack before he was captured by the Rwandan army, stated that Mateke was actively involved in the planning of the deadly armed onslaught that killed and injured many. In his statement, Kabayija said that during the attack, Nshimiye, alias Gavana who was the overall commander of the RUD-Urunana attack was on the phone and that they kept updating each other as the attackers entered Rwanda.

Yesterday, Tuesday March 10, Ignace Nkaka and Jean-Pierre Nsekanabo appeared before the High Court Chamber for International Crimes, in Nyanza, where the prosecutor mentioned their seven charges during the opening of the substantive hearing.

Considering the overwhelming evidence pointing towards Mateke as a culpable accomplice of the two in their subversive activities as well as the pivotal role he played in the Kinigi attack, the Government of Uganda should be compelled to extradite Mateke to Rwanda to undergo trial for their subversion alongside his disciples. This should not be difficult now that there is an extradition which constitutes a legal framework by which to handle individuals involved in subversive acts practiced by the nationals of one state against those of the other; or by the nationals of one’s country residing in the territory of the other.

In Rwanda’s outlined seven demands include one that calls on Uganda to hold accountable facilitators of RNC and RUD-Urunana networks, including Minister of State Philemon Mateke, Brig Gen Abel Kandiho, Brig Gen Fred Karara, Col CK Asiimwe, Maj Fred Mushambo, Col Kaka Bagyenda and other government officials involved in the same activities;

Other individuals that should be prepared for extradition are Terrorist Kayumba Nyamwasa’s terror group (RNC) agents; Prossy Bonabaana, Sulah Nuwamanya, Gideon Rukundo Rugali and all RNC Uganda Province members. In the previous Quadripartite summit that took place at Gatuna-Katuna border, Museveni was asked to take action against these individuals but is yet to act as per the communiqué.

Facts show that so far, no known Rwandan official, whether civilian or military has engaged in offences against Uganda..

David Himbara, the RNC weed-smoking propagandist, has a secret and it makes him hate women beyond reasonable belief. Born a taboo when his father sired him his grandfather’s wife, and he blames women for all the bad karma he has had in his life. In his adult life, Himbara became a serial divorcee and eventually opted for a different lifestyle –one without women– as they all reminded him of his mother.

In all his sponsored hate speech against Rwanda, his misogyny is evident as he frivolously attacks the first lady of Rwanda and two women senior government officials. All these three women face attacks for the simple fact that Himbara cannot digest the concept of Women in leadership positions. As a typical misogynist, he attacks women appointed to positions of responsibility by looking for awkward reasons when the reality is simple, they are more competent than he is. His discomfort with the nomination to the post of Director of Cabinet in the President’s office increases ten folds when he remembers that for a second time another woman has been elevated to a higher position he will never attain.

He blamed his mother for his failure to pass any subject in high school forcing him to change his name from Murunganwa to Himbara in order to join University. When the Weed-Smoking propagandist found out that Dillea, his daughter, had turned to drugs for comfort after he abandoned her, he still blamed his mother for it. He deliberately overlooks his own catastrophic failure like his weed-smoking, binge drinking and selfishness led to his fall.

His grudge against women is incurable. Himbara, son of Byagamba will always blame his mother Mukamazimpaka Gaudence for sleeping with her step-son. His inferiority complex is reignited at the sight of a woman being promoted.

Bob Atwine’s Facebook page Spyreports Uganda, which also happens to be CommandPost, is desperately trying to brew tensions between Rwanda and Uganda to sustain their Chieftaincy of Military Intelligence (CMI) paycheques. They are so desperate that they now offer a fairy tale that Rwanda is about to attack Uganda from Central African Republic (CAR) and South Sudan.

Fact is Spyreports is a CMI sponsored mouthpiece paid to write anti-Rwanda smears in their ongoing anti-Rwanda campaign. There is evidence that CMI passes money to Atwine via Sarah Kangigo –Owner of Softpower– to publish the fakest analysis. Generally, they try to create paranoia with their rumormongering but this time, with their most recent fallacy, Spyreports embarrasses itself with a crazy lie. Their claim that Rwanda, or any other country for that matter, can use its forces deployed on a peacekeeping mission to attack another country is unthinkable. When one considers that Uganda, Central African Republic (CAR), South Soudan and Rwanda have no common border, their allegation makes no sense and is simply madness.

It would be like saying that the UPDF soldiers deployed in peacekeeping mission in Somalia are planning an attack on Kigali, or that UPDF deployment in Somalia is a tactical move to surround Kenya. The idiocy of such logic is so farfetched that is laughable. It is a childish analysis at best; they forget that troops sent to peacekeeping missions are actually under the command structure of the receiving organization i.e. UN or AU. Atwine’s childish analysis goes further with insinuation that personal relationships in the management of the African Union outweigh key principles. The Uganda regime mouthpiece is under the illusion that international relations are ran in a vologoto manner as NRM has been doing with Uganda for the last 34 years.

Spyreport should do the effort of selling believable lies, luckily for them Abel Kandiho (CMI’s Boss) will not bother reading their unbaked lies; if so, he would certainly ask for a refund

Fugitive David Himbara is up to his cheap propaganda games again by exploiting global concerns for his Anti-Rwanda agenda. The weed smoking Rwanda National Congress (RNC) propagandist, sponsored by the Ugandan regime and the international fraudster Rujugiro, highlights Rwanda’s COVID19 prevention measures as if Rwanda is different to any other country on the planet in taking pro-active measures.

It is classic case where Himbara –the sponsored troll – attacks Rwanda for being proactive to cover up the incompetency of the Ugandan Regime that sponsors him in reacting quickly. He hopes that by rumormongering and attacking Rwanda, he will provide some cover for the slow and decaying regime he serves. As a paid anti-Rwanda propagandist, he also dreams of achieving “the holy grail”; the cancelation of the Commonwealth Heads of Government Meeting (CHOGM2020) in Kigali. The cancelation would appease their fear that CHOGM2020 will make Rwanda look good after wasting millions in trying to tarnish Rwanda’s image.

Weed Smoking Himbara’s COVID19 exploitation will certainly be exploited by other hostile anti-Rwanda media. These will focus on Rwanda instead of asking their sponsoring Ugandan regime to take preventative measures.

Offshore banking is too complex for David Himbara Muruganwa. The self-publishing fraud, almost always high on weed, is fronting a fake controversy which he simply does not understand. As part of his routine work, he is paid to do anti-Rwanda propaganda by designing fallacies to denigrate and disparage. This time, he picked something he doesn’t understand.

In his obscure anti-Rwanda narrative, he produces a World Bank report that attempts to link three different concepts: foreign aid, off-shore banking, and tax haven banking. The World Bank paper, Elite Capture of Foreign Aid, covers the period of 1990 to 2010, and the Bank is clear:
“The leaks averaged about 5% of the bank’s aid to these countries.”
“And the 5% of “leaks” might include some innocent money, earned by aid contractors who just happen to prefer offshore havens to other financial centres.”

On the 13th of February 2020, The Economist wrote an article on the subject and reported on the world bank paper which tried to mix apples and oranges. It elaborated on how the research initially began as a private paper that ended up receiving the World Bank stamp by its Chief Economist Penny Goldberg. Goldberg, conspicuously, quickly left the World Bank to return to Yale University barely 15 months after her World Bank appointment. She obviously didn’t want to wait for her dismal letter for gross incompetence.

Offshore banking is basically banking outside your residential jurisdiction. There are many valid and legal reasons for the practice, but the generally negative perception is that offshore banking is a preserve for the elite, hiding their wealth from the taxman. The paper’s innuendo is that foreign aid is diverted to Offshore Banks simply because nationals and residents of aid receiving countries bank outside their jurisdiction is false and denigrating.

Contractors, expats, investors, and many others use Offshore Banking on a regular and legal basis.

With the case of Rwanda, in 1994 the genocidal regime emptied the central bank and ran away with their loots. In the reconstruction effort, Rwanda received significant aid and grants from various development partners. For fugitive Himbara and other anti-Rwanda lobbyists to insinuate that the use of Offshore Banking is an indication of corruption or other illegal practices is both due to his ignorance and his anti-Rwanda paycheques.

On Rwanda, the Elite Capture of Foreign Aid paper contains several other distortions such as its estimated quarterly growth rate. It estimates the quarterly GDP growth rate at 1.0%, when in reality the figure floats between 8 and 12%. The numerous omissions can only be the classic case of researching to prove a point as opposed to research to discover knowledge.

Himbara tries a propagandist trick widely referred to as an inductive fallacy or a generalization, whereby a conclusion is drawn for little of no evidence.

The RNC propagandist Himbara thinks that deposits in offshore banking are President Kagame’s money; on the contrary these deposits in the havens and non-havens represent all individuals, NGO’s, contractors and cooperation residing in Rwanda from 1990 to 2010. These would include one of his sponsors, the corrupt Rujugiro, nicknamed beeping ankles from the ankle monitor he once had to wear in UK.

To summarize, the paper covers offshore deposits of residents of Rwanda (not to be confused with Rwandans only) in 17 countries including Belgium from 1990 to 2010

Rwanda National Congress’s sycophant, the nincompoop Sulah Nuwamanya Wakabiligi who now doubles as a terrorist and Uganda regime adviser on succession politics battles, is forging a very complicated alliance with Gen Henry Tumukunde who declared his intentions to challenge Museveni in 2021. Nuwamanya also happens to be a known RNC propagandist and official in Kampala, liaising between RNC, the Ugandan President and the Chieftaincy of Military Intelligence (CMI).

He made usual incoherent rants following Henry Tumukunde’s statement that “if I was Rwanda I would support leadership change in Uganda.” Nuwamanya and his master terrorist Kayumba Nyamwasa panic whenever they hear anything about Rwanda. Going by Tumukunde’s statement, they wrongfully think Rwanda would do what Uganda has been doing and that it would support dissidents from Uganda like Tumukunde to overthrow Museveni.

Rwanda has no interest in Uganda’s succession politics; whatever goes on there is strictly Uganda’s business.

Sulah and Co have tried so hard to oppose and undermine the recently signed extradition treaty, which will see both countries exchanging criminals. RNC minions are on a rampage trying to convince Museveni not to hand them over to Rwanda. Yet by the look of things, the Ugandan ruler will not risk his already fragile economy for mere goons that have turned Uganda into a terrorists’ hub plotting to destabilize neighboring countries.

Sulah knows very well that Tumukunde did not uproot Rwandan terrorists as he claimed; Tumukunde was rather involved in the persecution of innocent Rwandans on the Ugandan soil. Through CMI and RNC’s Deo Nyirigira, Sulah Nuwamanya, Prossy Bonabaana just to mention a few, Tumukunde mounted a manhunt on all Rwandan nationals who refuse to join or support anti-Rwanda schemes; they were abducted, held incommunicado, tortured and some of them killed on his orders.

It is worth recalling that Tumukunde and CMI’s head Kandiho featured in Rene Rutagungira’s torture case; they personally tortured the Rwandan victim forcing him to confess having been spying on Uganda for Rwanda. Tumukunde slapped Rutagungira and threatened him that if he refuses to accuse Rwanda of sending him to spy on Uganda then he would have him killed.

Nuwamanya will deceive no one with his cheap claims and attempts to sanitize terrorists by branding them refugees and asylum seekers. These are the same people involved in the RNC mobilization, recruitment and training of militias plotting to wreak terror on Rwanda.

Panicky Sulah is naturally attacking the extradition treaty. With the extradition treaty signed, things will get worse for the RNC terrorists and will soon come into effect regardless of RNC lapdogs’ rants. Eventually, Nuwamanya and Co will be extradited to Rwanda and face justice for terrorism crimes.

Once again, the Rwandan National Congress (RNC) terrorist propagandist David Himbara is desperately trying to exploit anything to hurt Rwanda. The weed-smoker, paid by the Uganda regime and RNC chief financier Rujugiro, decides to use the CODVID-19 outbreak to rumormonger against Rwanda. What is amazing is how a sponsored troll, while pretending to be a development activist, who lives in a Novel Coronavirus (COVID-19) infected area still finds an angle to do his usual propaganda.

David Himbara has a documented sadistic past, he enjoyed slapping around his students and subordinates. It amused most of his former colleagues when he began to masquerade as a “human rights activist”. One of them said, “Himbara enjoys nothing more than abusing others. How can he pretend to care about anything else but himself?” His latest post confirms it; David Himbara is a psychopath incapable of normal human apathy and thought process.

As the world faces a dangerous outbreak that already reached his backyard, all he sees is trouble for Rwanda. He even forgets that his sponsoring Ugandan regime is at risk of great loss with the COVID-19 but their paycheques have blinded him beyond limits. While the weed-smoking propagandist rumbles about the Rwandan economy with his usual imaginary economic data, the rest of the world –and real development activists– are busy trying to contain the outbreak.

RNC failed to destabilize Rwanda, even with the Ugandan regime’s support; fugitive Himbara and his fellow terrorist are hoping COVID-19 will help them out. As usual, they underestimate Rwanda’s capacity and resilience.

Excitement gripped fugitive David Himbara at sight of human suffering and natural disasters. The RNC Weed Smoking Propagandist that masquerades as a Development activist loves nothing more than writing about death and destruction in East Africa. As East Africa batters some of the heaviest rainfall in modern days, he rejoices at the negative impact it causes.

When a bridge collapsed due to heavy rain on the Dodoma-Morogoro road, Tanzania, all he saw was Rwanda is isolated. He danced around saying that Rwanda import and export routes will now have to pass through Uganda. He figured the broken bridge was the answer for the Uganda-Rwanda border opening, the senile forgot that the collapsed bridge had nothing to do with Rwanda-Uganda impasse; there won’t be any compromise Rwanda’s demands to Uganda for the border opening still stand. Himbara being sponsored by the Ugandan regime, their priorities and prayers are his too.

Himbara’s assumptions and those of his masters were wrong; the bridge on the Dodoma-Morogoro road was repaired in barely 48 hours.

The weed-smoking propagandist’s narrative and joyful dance unmask some important realities. He confirms that he is not interested in development; he is more interested in having Rwanda become dependent on the Ugandan regime that sponsors him. The other aspect that is obvious with his premature jubilation is that the Ugandan regime has lost the argument on the border closure. They opted to keep hosting an anti-Rwandan hostile militia group to the detriment of the entire Ugandan economy. Himbara and his sponsors now hope for external factors to save them from their self-inflicted wounds. Their desperation for a border opening is that bad; hoping for a miracle, even bad news from Tanzania makes them dance.

Since the Gatuna / Katuna Quadripartite summit on February 21st, there are number of facts that the Uganda leader suddenly forgot. A common phrase, “I didn’t know”, seems to be on the tip of his lips when dealing with the Rwanda-Uganda crisis. Barely hours after the Gatuna / Katuna meeting, Museveni claimed in a rally in Kabale that he did not know about anti-Rwanda militias operating in Uganda. It was a lie as he previously met them in Kampala and four days later, according Ugandan Intelligence sponsored media outlet, Museveni met RNC agents again disguising as humanitarians.

The women, Prossy Bonabanna and Phiona Barungi, claim their husbands were kidnapped by Rwanda and are all members of a NGO –Self-worth Initiative– claiming to be looking for their loved ones. In 2018, Museveni actually brought up the search for their husbands personally to his Rwandan counterpart, why would Chimpreports state, “A startled Museveni said he didn’t know”? Clearly, it was a sponsored lie designed to sanitize SWI as grieving women they take instructions from Kayumba Nyamwasa and live under the protection of the Ugandan Chieftaincy for Military Intelligence (CMI).

Not so long ago, in March 2019, Museveni wrote a long letter explaining how he “accidentally” held a meeting with RNC delegates headed by Charlotte Mukankusi its commissioner for diplomacy. He claimed he, “didn’t know” who he met. The same excuse is reported to have been used by Museveni when he was asked about RNC’s chief financier, Trilbert Rujugiro, he didn’t know him either until Rujugiro’s business links with the Museveni family (through Museveni’s brother) were made public. As it turns out, Museveni was lying initially denied knowledge of Rujugiro. In one letter, Museveni acknowledged meeting him and even wrote about the number of factories owned by the terrorists’ Chief Financier.

In short, one of Museveni’s favorite lie is, “I didn’t know”.

Under the instructions from the Ugandan Chieftaincy for Military intelligence (CMI), Giles Muhame’s Chimpreports continues to play its part in undermining the Luanda MoU. After reporting that Museveni met the Rwandan National Congress (RNC) terrorists in their Self-Worth Initiative NGO disguise to strategize how best to mask their hostile activities, Chimpreport now focuses on defending Philemon Mateke, the Ugandan State Minister for Regional Cooperation, also in attendance in the bizarre post Gatuna/Katuna summit restitution meeting.

CMI sponsored tabloid Chimpreports’ defense for Mateke is very weak, it is a laughable “I am being blackmailed” defense. The Ufg. The defense line adopted is a lie that Mateke’s phone number is public and known to the Rwandan government as he used to call the Rwandan Head of State. The blatant lie is a calculated move to hide important background information about Philemon Mateke. Giles Muhame’s attempts to simplify the evidence against Mateke’s work against Rwanda are a mere phone number when in fact the evidence against him is overwhelming spanning fifty years.

Recently, Philemon Mateke made headlines for all the wrong reasons. On the 14th and 15th of December 2018, he organized a meeting of Rwandan armed terrorist militia groups, RNC and FDLR. Mateke’s meeting in Kampala Serena Hotel was confirmed by FDLR delegates to the meeting namely Ignace Nkaka aka LaForge Fils Bazeye, FDLR’s spokesperson and Lt Jean Pierre Nsekanabo its intelligence chief. They were arrested and extradited to Rwanda. The UN Group of Expert (UNGoE) interviewed the FDLR delegates and confirmed that Mateke is directly involved with anti-Rwandan terrorist groups. Chimpreports’ narrative that the only evidence against Mateke is his phone number is a smoke screen.

Phone records show that on the night of the 4th October 2019, Mateke phone number was in constant communication with “Capt. Nshimiye aka Gavana” responsible for the RUD-Urunana attack in Kinigi (Rwanda) that brutally killed 14 civilians in cold blood with machetes. The attackers ran back to Uganda where they enjoy the Ugandan regime’s protection. Mateke and Nshimiye have held several meetings since the attack. The evidence against Mateke is not a mere phone number, it’s an entire call log history, it’s a UN report and witness testimonies and a proven PARMEHUTU background.
