The Ugandan regime through her Chieftancy of Military Intelligence (CMI) is funding Bob Atwime and Sarah Kagingo to spread a false moral equivalence narrative for their arbitrary arrests, illegal detentions, torture, cruel and inhumane treatment of Innocent Rwandans in their secret detention facilities. Through their usual media corruption channel, they are running fake stories that the recently deported smugglers were tortured.

They began this operation with Bob Atwine’s CommandPost on the 19th November, they published a sensational title teaser containing the word “torture” but made no reference to any mistreatments in the article. They were probably still cooking a juicy lie. With the teaser done, CMI moved to post two false torture stories, copy-pasted word for word, on two of their numerous sponsored mouthpieces; watchdog Uganda, Eyalama and Andrew Mwenda’s The Independent. The CMI mouthpieces invented a “torture” story and came up with faked ordeals which they published on their platforms aiming at deluding Ugandans that Rwanda also torture Ugandans as it has been the case for innocent Rwandans illegally held in Uganda; unfortunately they had no single evidence, be it on Gun Bat beatings or any sorts of alleged torture against Ugandan smugglers.

The smugglers were not tortured in anyway; they were arrested and charged for their crimes in the quickest legal procedure possible contrary to the innocent Rwandans held in Uganda. The Ugandan High Commission in Rwanda has access to Ugandan detainees at all stages. If they have been tortured on Rwandan soil, their embassy would have issued a protest note. Furthermore, in Rwanda, families of detainees (suspects or convicts) also have access to visit. Their families too would have protested at any ill treatment. These criminals were either bribed or coherence, 48 hours later, by CMI on what to say.

One of the smugglers hilariously claimed that he was saved from certain death his step-father, a “top Rwanda Police Officer”. In his fairy tale, the petty smuggler from Rutare village in Kabale district has a powerful Top Officer who begged for his release. These kind of laughable lies and fabrication are typical of CMI. The deliberately calculated false moral equivalence propaganda that CMI engaged in does serve one purpose; it reminds everyone why Rwanda is fighting for her citizens to be released or charged.

Unlike the fake smugglers fabrications that they were tortured without any evidence, Rwandans dumped at the border by CMI bear real scars; we recall the likes of Fidel Gatsinzi, Moses Ishimwe, Donne Kayibanda without forgetting those who lost their lives in CMI/ISO dungeons.

Some came back in wheel chairs, Jean de Dieu Singirankabo, a Rwandan preacher, father and husband lost his manhood while in the jail cells, others died of torture related trauma and one mother had her baby child taken away. The torture they endure include electric shocks, waterboarding, forced nudity, and an entire list of gruesome practices by CMI. CMI will not allow visits to family, lawyers or doctors. These Rwandans spend years incarcerated without trial on concocted charges.

Museveni regime’s watchdog Uganda, Eyalama and The Independent lacked evidences to the smugglers ‘torture allegations; they ignored the fact that Ugandan security agencies are on record for their brutality, they have been torturing, killing their own citizens. It is worth recalling how Uganda’s Award Winning photojournalist James Akena was attacked, beaten up and now confined in a wheelchair; Bobi Wine’s driver Yasin Kawuma was shot dead by Museveni’s elite force SFC (Read Daily Nation), upcoming musician and People Power Movement supporter Hannington Ssewankambo aka Sweet Pepsi was tortured by the same SFC, he later succumbed to torture injuries. Comparing their plight to the lawful sanction of two smuggles is despicable and shameful, but the CMI that cut an innocent Rwandan’s manhood, snatched a baby from a mother before dumping her on the border has no problem with shame. They will continue to feed money and storylines via Bob Atwime and Sarah Kagingo hopelessly trying to get their propaganda to stick thus hoodwinking Ugandans from the reality on the regime’s inhumane acts against the neighboring state’s citizens.

David Himbara, the RNC weed-smoking propagandist, has run out of smear to write on Rwanda. Paid to tarnish Rwanda by the Ugandan regime, the only fabrication he can now come up with is EAC (East African Community) related. With his sponsor Museveni (aka Exhibit # 1510) keen on being crowned the first “President” of EAC, Himbara now writes lies that Rwanda is blocking the EAC head of state summit.

In an official communication, the ministry of foreign affairs of Rwanda indicated that the summit was canceled at the request on a member state to President Kagame who currently chairs the EAC Head of State Summit. What Himbara forgets is that President Kagame was unanimously elected by his peers in EAC to head the block; his fiction that Rwanda called off the meeting because of tension between Rwanda and Uganda, is as wild as his sponsor’s dream of becoming the “President” of EAC.

Bootlicking and fueling paranoia are two tools that Himbara has mastered. Indirectly, he hopes to comfort Museveni with false praises that EAC loves him while Rwanda has issues within the community. Reality lies elsewhere, Uganda has issues with all its neighbours in EAC, they are involved in trade stalemates and border disputes with neighbours and reports even indicate that Museveni supports armed militias in South Sudan. With Rwanda, Museveni hosts all types of violent outfits and supports them in their shared mission to destabilize its security.

The RNC weed-smoking propagandist does not care for the truth; his objective is to tarnish Rwanda at any cost. For those interested in the actual cause of the postponement, below is the official letter leaked by hostile Ugandan media as part of their smear campaign against Rwanda. Accidentally, their leak provides clear evidence that the meeting was called off as a result of a member state (other than Rwanda) asking for a postponement to President Kagame.

The Ugandan Chieftaincy of Military Intelligence (CMI) Facebook tool, Titus Seruga aka Serubwa, is working overtime to earn CMI money. Based in Belgium, he failed his political asylum claim and resorted to searching for a fake husband to secure his residency in Europe, that too didn’t work out for him. He then opted to smear on Rwanda to get CMI money as supplement to the social security cheques he gets from well wishers.

CMI money doesn’t come easy; to earn it, Serubwa has to constantly smear Rwanda by blaming it for all that is wrong in Uganda. He basically has to create a scapegoat for the numerous crimes committed by the Ugandan regime ruler, Yoweri Museveni. The workload must be unbearable, with 34 years of criminal acts, it is not easy to pin Museveni’s crime on anyone else.

Serubwa, in one more fruitless attempt to tarnish Rwanda and its leaders, tries to blame Rwanda for those Museveni killed mainly for opposing his nepotistic kleptocracy. He mentions a few iconic figures assassinated by Museveni forgetful that some of his victims actually foretold Museveni’s heinous reflex to kill them.

Museveni’s victims call it the “mafia”, a befitting title for the small clique that orders political or business assassinations in Uganda. The Mafia—the family— is what has ruled Uganda for 34 years with Museveni as President, the wife as Minister, the son as An Army General and future President, the in-laws as Ministers, the daughters as Advisors, the brother as General etc…

Titus Seruga knows this and he is paid to cover the murders of those who opposed it. He labors hard to blame Rwanda by creating a fiction that the leader of Rwanda is like the ruler of Uganda. Unfortunately for him and his CMI sponsors, Ugandans are not falling for his lies. Not a month goes by without a violent protest crushed with live bullets, tear-gasses, pepper spraying not only on Museveni’s political opponents but also on poor university students. Seruga’s sponsors even unleashed the army on a student protest over school fees; students were beaten, raped and killed, all in an effort to force their stay in power.

Seruga, however, prefers to push for more hate speech targeting Rwanda but it always backfires as the truth eventually comes out. On the late Gen Aronda murder, for example, the widow accused her husband killers at the funeral citing that the official “heart attack” version was a pure fabrication. Museveni was present at the funeral and he could barely hide his discomfort.

One the Aronda murder, Museveni kept changing the official version, changing from “Aronda was in a car” to “Aronda was in a plane”, typical diversions in Museveni’s murders. Importantly, no single Rwandan has ever been charged — even in abstentia— of the murders Seruga tries to pin of Rwanda. In fact, the Museveni regime actually swept away any investigation into the matter to hide their guilt.

The fact is, Seruga’s scapegoating techniques have once again hit a dead end. Even Ugandan comments on his post prove this as he is regularly abused for working for the oppressive Kampala regime. No amount of spin and distortion will cover Museveni and his CMI 34 year long criminal enterprise, Seruga will always pay a high price to defend the indefensible.

Gideon Rukundo Rugali, the dual RNC-NRM public activist, has an act for distorting and fabricating. He is, however, so fixated on a fake NRM MP nomination that he does not realize how both RNC and NRM are using him. No one else on social media openly belongs to both entities publicly, Rugali has turned himself into a useful idiot gullible to any empty promises.

RNC recently gave him a promotion to secure that his willingness to throw himself in mud that no one wants. NRM had pulled the same trick on the delusional Rugali. Caught red-handed supporting an anti-NRM armed group by smuggling medication, he fled CMI to Rwanda; the same country he now attacks on a daily basis.

The current Ugandan Minister for Security, Elly Tumwine only had to promise him that he could become an MP to change his allegiance. The Deputy Ugandan police IGP, Sabiti Muzeyi and other high ranking authorities of the Kampala regime petted him and the trick was done. Rugali flipped, and became their Facebook mouthpiece. Yet, his “godfathers” in NRM did not protect him for the humiliation of being fired by a Permanent Secretary from his hospital for insubordination. Rugali now struggles to survive and take care of his polygamous family on the petty change offered to him by CMI to smear Rwanda.

RNC played a similar trick on the title hungry online troll. They elevated him to be the vice-coordinator and head of Diplomacy and that was enough for him to lose all his senses. He writes anything they ask him to, without a care in the world for credibility or authenticity. His most recent post, littered with wild claims is a perfect example.

He says Rwanda has the highest refugee population per capita but lies that the UNHCR suppressed the data because of the cessation clause. A complete fabrication. He then say most countries did not implement the clause; for Uganda we know it hasn’t implemented it yet. With signposts all over her borders with Rwanda, Ugandan officials call for refugees, it’s ample evidence that Uganda benefits from mass refugee influxes either by embezzling donors’ funds or by using them in proxy groups to destabilize other countries. If his lie that countries are not implementing the cessation clause was true, then the same countries would give him the fake data he claims is suppressed by UNHCR. A pure circular illogical lie!

The illogical lies don’t stop there; while serving one of the most brutal dictators that has engaged in political assassination since the 1960’s, he projects it on a country that he had once chose to flee to. For a few promises, he flips and calls his former safe heaven a dangerous place.

He does so by recycling a 2015 fake document that list people alive and well as dead or disappeared. Even high profile criminals like Didas Gasana and Joel Mutabazi find themselves listed as dead or disappeared.

His fabrication are not bound by anything, he imagines a famine, and labels Ugandan smugglers as bizarre humanitarian aid workers. From Uganda, he keeps up his wild claims by predicting regime change in Rwanda when Uganda barely goes a week without a violent protest.

Rukundo Rugali takes his “projection” disorder to new heights; he literally indicts the Ugandan junta ruler, Museveni, by claiming the current tension with Rwanda is because Museveni stopped —what he used to do— tolerating assassination squads. In other words, Museveni had the power to stop the assassination all along, but simply did not want to. The admission that Museveni actually tolerated (in reality he also orchestrated) assassinations should be a lesson to NRM. They should be careful about useful idiots, they are inherently unreliable.

To date, not one single Rwandan has been charged with the fictional crimes Rugali writes about, yet political assassination are still a regular occurrence in Uganda. Could it be that Museveni is still “tolerating” political killings of his opponents or is it that Museveni simply never stopped killing them. Soon enough Rukondo’s handlers will realize that he is a loose canon.

Once his “usefulness” becomes obsolete and his sponsors realize his fabrications are now hurting them, poor Rugali will disappear like his predecessors.

David Himbara, the weed-smoking propagandist sponsored by Museveni to tarnish Rwanda’s leadership will really criticize anything for the sake of hateful propaganda. Reacting to a picture of Maria Sharapova and President Kagame, the Ugandan sponsored propagandist hurls smear and defamation. For him to criticize anything with his hostile and negative comments in Rwanda, makes him the idlest, drunk and disorderly Professor of hate in the world. He is a true representation of “idle mind is the workshop of the devil,” adage.

Himbara will never mention anything on the latest Museveni’s ludicrous appointments of Kusasira and Buchaman. He doesn’t want to bite the hands that feed him. But instead, he will be busy trolling Rwanda from every aspect. Museveni’s hired online mouthpieces must perceive the quality of visitors to Rwanda as a sharp contrast and a threat to the Ugandan regime. The Professor of hate, with over 450 hate posts on Rwanda is just “hating” in the urban jargon sense.

The Ugandan regime sponsored smear particularly targets the tourism sector, the world-class tourism sector hurts his false narratives. As he always publishes lies, the tourism sector and the “Visit Rwanda” promotion exposes his lies to celebrities, VIPs, and ordinary tourists about Rwanda. It is not just Sharapova, you have Naomi Campbell, Ellen Degeneres, Bill Gates, Bill Clintons, David Luiz and many more have seen first-hand how Rwanda is nothing like Himbara describes it to be.

In terms of strange guests, it truly gets ridiculous in the Ugandan regime that sponsors Himbara. As if sponsoring a weed-smoking propagandist was not bad enough, Museveni doesn’t just pose with dubious characters, he now hires them as special advisors to the President, we have seen the likes of Kusasira, Buchaman and Full Figure.

Himbara will not dare to share anything about his sponsor’s recently newly found friends. The RNC propagandist knows how brutal his sponsor, criticizing Museveni would not only mean a loss of income but would also prove to be dangerous for him. Museveni killed hundreds for simply criticizing him.

A quick review should begin with Patrick Ho, convicted of bribing Museveni with $500,000 in New York now serving 3 years in jail for it. There is one Catherine Kusasira and one Mark Bugembe (aka Buchaman) whose new friendship with Museveni landed them Official appointments as State House Advisors.

But perhaps the most embarrassing visit for Himbara’s sponsor was with the RNC’s envoys. When Museveni met Charlotte Mukankusi, the RNC’s Foreign Relations Commissioner, he immediately wrote a letter saying he met her accidentally, in statehouse Uganda!

The weed-smoking propagandist should think carefully about his line of attacks, his silly tricks always backfire, harming his sponsor in the process.

Exhibit1510’s weed smoking propagandist, one David Himbara is disputing the IMF economic report on Rwanda, which revised Rwanda’s economic growth projections to 8.5 per cent from the previous projection of 7.8 per cent.

But knowing better that he can’t attack the IMF directly, lest he is confronted with facts, the weed smoker chooses to direct his noxious arsenal to The New Times, whose only crime was to report accurately on the contents of the report.

But in his hysterical frenzy to attack the publication, it is apparent that the hallucinated Himbara did not have the patience to read the entire article, he only had time to read the title. For had he not been too animated before writing nonsense, he would have realised that the points he raises as ‘Fake News’ are mentioned clearly in the article. But as usual, he ignores, just because he has pick out what gratifies his paymasters.

In the weed smoker’s frenzied motivation to attack, the weed smoker he forgets that the publication’s mission was to derive news for Rwandans from the IMF report, not to conduct a fiscal analysis because the IMF has ably done so, as it is their responsibility.

The IMF report did not, in the slightest insinuation suggest that Rwanda’s economy is in perfect shape. Neither did it say that it would never face turbulence going forward. Even Rwandans themselves are under no illusion that their country’s economy, like all economies all over the world, are subject to fluctuations resulting from different economic afflictions.

Unlike the RNC publicist Himbara, Rwandans are a very optimistic people that choose to look on the positive side. That’s how they have managed to keep their country’s economy buoyant, defying prophets of doom like Himbara and those who have backed him in the smearing campaigns against Rwanda.

But since the ‘Professor of Hate’ has appointed himself the bearer of ‘Fake News’, who are we to deny him the opportunity? As expected, he did not disappoint, he delivered right on time, not a second late. Never mind that his perception of ‘Fake News’ on Rwandan matters only resides in his delusional mind.

If it was up to him, Himbara would have retired to spend his life in the underground sewers of Canada with his weed smoking fraternity, but he is broke, and needs Rujugiro and Museveni’s handouts to afford both food and weed. So, write he must, even if what he writes makes no professional sense, or any sense for that matter, since his masters don’t give a hoot. As long as what he writes tarnishes Rwanda’s image, period.

My compassionate advice to him would be that Instead of analysing the fiscal health of Rwanda, the weed smoker should be analysing the effects of weed on the human brain. In the interest of time, since we have a nation to build as people who love our country, I can only offer to link the patient to mental health experts and wish him good luck with his rehabilitation, if he happens to cooperate.

David Himbara, the Rwanda National Congress (RNC) weed-smoking Propagandist does not cease to show how Ugandan sponsored he really is. He regularly assumed the role of the Ugandan regime’s spokesman and writes as a Ugandan official. Now, he defends the official press release by the Ugandan junta and goes as far as to relaying their request for a joint investigation of Rwanda and Uganda’ police on the death of criminals who were shot smuggling goods into Rwanda.

Notwithstanding the audacity of a terror group propagandist calling for a joint investigation, Himbara should be reminded that it is his RNC organization that is subject to regional concern. In August this year, a memorandum of understanding was signed in Luanda, Uganda and Rwanda had agreed to resolve current tensions. They were supposed to iron out issues caused by blatant Ugandan efforts to destabilize Rwanda via proxy groups and militias.

In supporting RNC, Uganda persecutes Innocents Rwandans; via its Chieftaincy of Military Intelligence, the Ugandan regime abducts and detains hundreds of Rwandans in secret detentions facilities. According to Virunga Post, even a Rwandan UN staff member was abducted by CMI (Read the Viruga article). Rwandans in CMI illegal cells are tortured and given and enticed to join RNC or be held incommunicado without trial. As hundreds of innocents Rwandans languish in CMI dungeons, Himbara and his fellow RNC propagandists receive CMI paychecks to divert attention from the heinous crimes against Rwandans by writing about violent smugglers killed in self-defense.

Himbara does not care about the hundreds of innocents Rwandans under CMI detention brutal torture in CMI & ISO dungeons; but he has guts to defend two Ugandan smugglers just to secure his paycheck. Himbara should be calling for investigations on the 17 innocent Rwandans killed in RNC grenade attacks and the 18 others killed in Kinigi, Musanze district by Museveni sponsored FLDR-RUD-Urunana people. The only things that motivate Himbara are money and self-interest.

The RNC weed Smoking propagandist, David Himbara, offered an interesting interview that clearly showed how doused in illegal substances he truly is. Himbara was interviewed by Rubens Mukuzi, who runs Karibu News, a hostile online news outlet. In the interview, in very broken Kinyarwanda, he offered a rare insight into his fantasy world and how his rumormongering is no longer believed by the Canadian Police.

He revealed, perhaps accidentally, that he was under a protection program for the first two years in Canada but that he was removed from it. The Canadian authorities worked out that he was just faking it. Himbara was obviously not satisfied and had to “cook” up something else.

In his interview, he claims that he stopped his teaching job because he perceived Rwandan students to be potential threats but in reality, the fake academic has not published anything and was too busy with his sponsored smear campaign. Just this year, he published over 450 blog posts tarnishing Rwanda and its leader, where would he get the time to do anything else?

His sponsors, Museveni (aka #Exhibit1510) and Rujugiro (#AnkleBeeps), rewarded him with enough money to be a full-time hate propagandist. In 2015, he received $400,000 US Dollars just to secure a hearing in the US Congress. Teaching was keeping him from making money. According to KT Press, David Himbara received the money from Tribert Rujugiro, an international fraudster with an axe to grind (Read KT article). They paid the lobbyist group podesta to secure a hearing for Himbara and one Robert Higiro, the RNC coordinator in Belgium.

Himbara also revealed a third false alarm he peddled with an asylum seeker. The propagandist enticed an asylum seeker to report to the Canadian Police that he had a secret mission to harm him. David Himbara was hoping to obtain a copy of the statement for his propaganda use. The Canadian authorities refused leaving him to publish copies of the refusal.

The interviewer struggled to sanitise Himbara with simple questions but the weed smoker was simply not sober. When asked if he had security, he revealed that his house had CCTV cameras and that he avoided all Rwandan events. On the list of his mental health issues, one will now add agoraphobia!

Charles Kambanda, a vicious and convicted genocide denier, is once again hiding behind fancy titles to spew his hate and abuse. Confusing espionage and intelligence, and strangely works out foreign intelligence gathering is illegal in international law. He attacks the President of Rwanda for stating the obvious; Rwanda carries out intelligence.

Kambanda is an agent of Uganda’s Chieftaincy of Military Intelligence (CMI) recruited by its head, Brig Gen Abel Kandiho tasked to tarnish Rwanda’s image on the globe arena. As all RNC failing propagandists, CMI runs Kambanda to attack the Rwandan leadership.

Unable to distinguish between intelligence and espionage, the genocide revisionist quotes the wrong text in international relations and concludes that intelligence gathering is illegal. By his reasoning, all states are guilty of international law violations.

The intellectually dishonest and sex-for-grade Professor is probably the only person on this globe living in a bubble fantasy where states do not gather Intelligence. In fact, all states have institutions in charge of what Kambanda calls a crime in international law. Motivated by a deep-rooted desire to tarnish Rwanda and its leader, he overlooks that even Uganda has an External Security Organization tasked with gathering external Intelligence.

The 1961 Geneva Convention on diplomatic relations out of context, it talks about immunities and privileges and does not talk about espionage. The revisionist misleads by quoting an irrelevant text and by confusing intelligence, which is gathering information and espionage, an illegal covert operation. In the real world, most embassies will actually have a designated official for intelligence gathering and sharing. Kambanda should go back to school and learn some basic definitions; it might save him from the embarrassment of writing non-sense publicly.
